Objective

GE Nigeria is seeking individual consultants as part of our short-term technical advisory pool to support work on nutrition as and when the need arises.

The Context

GE Nigeria is seeking to establish a Short-Term Technical Advisory (STTA) Pool for Nutrition-related work, from which it can rapidly engage contractors to deliver services on the program. The STTA Pool will be a database of consultants who can demonstrate high levels of relevant expertise and satisfy key technical criteria, as well as satisfy due diligence and screening requirements.

If appointed to the STTA Pool, consultants may be contacted for short-term technical assignments which suit their skills, experience, qualifications, and availability. Consultants appointed to the STTA Pool may also be approached to provide other inputs for Development Pathways.

GE Nigeria is seeking Expressions of Interest from suitably experienced and qualified technical experts who wish to be considered for appointment to the Nutrition STTA Pool, and who meet the requirements for skills, experience and qualifications as detailed in these Terms of Reference.

What You’ll Do

Expertise in the design, development, implementation, and/or assessment of Nutrition programming. This includes, but is not limited to:

  • Provide technical support in the implementation strategies for Nigeria.
  • Working with the Country team to write proposals and concept notes, to build our work in Nutrition.
  • Support in review of program documents, key messaging and other technical and program documents.

Expertise in a range of related areas, including Monitoring, Evaluation, Research and Learning (MERL), Gender Equality, Disability and Social Inclusion (GEDSI) and government engagement. This list should not be considered exhaustive; you will be expected to deliver other duties relevant and appropriate to this position.

Who You Are

Skills and expertise:

  • Extensive technical experience in Nutrition in Nigeria 8+ years
  • Advanced degree in public health or related degree
  • Excellent government relations
  • Experience developing SBCC key messaging and programs
  • Experience working with, or for, development stakeholders
  • Demonstrated experience delivering high-quality technical products and inputs to meet required timeframes
  • Advanced English language proficiency
  • Exceptional verbal and written communication skills

  • Proven problem-solving capabilities

  • Demonstrated critical thinking skills

  • Demonstrated cross-cultural competencies

Desirable skills & experience

  • Experience working in Nigeria (National and Sub National level)

  • Leadership expertise

  • Knowledge of other languages spoken in respective regions and geographies in Nigeria

Qualifications

  • Necessary qualifications relevant to Nutrition expertise

Location

The consultant must be based and have extensive experience in Nigeria. The Assignment is to be carried out in Nigeria.

● Deadline for responses: 10th February 2025

Proposal Submission

Your proposal should be 10 pages max and cover the following:

  • Consultant Profile
    • Detailed CV
    • Detailed reference list indicating the scope and magnitude of similar assignments carried out
      • Please showcase work that you consider to be relevant to what we are trying to achieve or that you feel might speak strongly of your sense of work, commitment & style. If you have worked with others, not for profit, please include that work here too.
    • Demonstrate possession of qualifications and experience required
  • Provide at least three references for similar contracts with a description of the service provided and the contract periods of performance.
  • Financial Proposal
    • The consultant shall provide a daily rate or rate card in Naira.
    • The consultant may also propose additional pricing options or modalities for consideration. We would welcome a discounted amount based on a frequent engagement with the consultant.
    • All applicable taxes should be quoted separately.
    • If the financial proposal does not mention taxes, GE shall assume these are inclusive.

In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation. All submitted documentation and/or materials shall become and remain the property of GE.

Evaluation Criteria

  • Your understanding of the brief and why you are well placed to deliver on the requirements.
  • Key personnel: Detailed CV. Qualification and experience of the key staff in carrying out similar assignments.
  • Experience of the consultant***:*** Experience working with development agencies, with specific experience in Nigeria.
  • Past performance: Provide details of at least three similar assignments carried out in the past and reference letters detailing work done, and the contact details of three client references. Strong knowledge and demonstrated experience in their field.
  • Financial Proposal/Daily Rate: Value for Money

In deciding the final selection of the consultant, the technical quality of the proposal will be given a weighting of 75% based on the evaluation criteria. Only the financial proposal of those bidders who qualify technically will be opened. Only consultants who score 75% and above will be included in our pool of consultants/agency roster.

GE is not liable for any cost incurred during the preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.

Tax

Girl Effect Nigeria is obliged by the Nigerian tax authorities to ensure all taxes are charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position regarding provisions to Nigeria tax legislation when developing their proposals.
