Prevention of Violent Extremism & Transitional Rehabilitation Program Consultant At International Organization for Migration

Context and Core Functions / Responsibilities

IOM Iraq’s PVE program aims at analyzing and addressing underlying drivers, motivations and vulnerabilities to violent extremism that may arise in the context of marginalization, exclusion, human rights violations, social isolation, exposure to radical ideologies, and lack of livelihood opportunities. To address these factors, IOM relies on its institutional strengths as building blocks for its efforts to address local conditions that are conducive to violent extremism. Working at the institutional, community and individual levels, IOM Iraq supports a whole-of society approach for understanding and addressing underlying vulnerabilities and building community and individual resilience.

In this context, IOM’s Peacebuilding and Stabilization Division is supporting the Government of Iraq (GoI) to

roll out its “National Strategy to Combat Violent Extremism,” adopted in 2019 by the National Security Council and Endorsed by the Prime Minister in 2021 as well as the coordination of the Rehabilitation and Transitional Services Taskforce (RTS TF) under the Technical Working Group (TWG) for the Implementation of the Global Framework for the Return of Third Country Nationals from northeast Syria to Iraq.

Under the the direct supervision of the Head of the Peacebuilding and Stabilization Division (PSD), the PVE and Rehabilitation Consultant will support the design and implementation of the PVE and transitional rehabilitation program.

Core Functions / Responsibilities

  1. Supports the implementation of IOM’s PVE and rehabilitation program in Iraq, promoting its effectiveness and coherence and ensuring the timely achievement of project results.
  2. Supports the Rehabilitation and Transitional Services Taskforce, ensuring close coordination and cooperation with MoMD as co-chair, internal relevant IOM Units (CCCM, MHPSS, Tribal Engagement, Legal) and other UN agencies. Ensures the operationalization of the workplan, including monitoring and evaluation efforts.
  3. Supports IOM to liaise and strengthen strategic partnerships with government authorities, international and national NGOs, and other stakeholders in relevant fora.
  4. Work with PVE and rehabilitation program staff and support in identifying staff capacity building needs and gaps, provide PVE and rehabilitation staff with training and guidance on technical and operation aspects of program implementation to ensure planned activities are executed on time and in accordance with IOM and donor rules and regulations.
  5. Identifies and integrates lessons learned into IOM Iraq’s PVE and rehabilitation program in Iraq. Incorporate findings in future program design, working closely with IOM Iraq’s Program Support Unit and MEAL team.
  6. In coordination with relevant support units/teams, support the operational, budgetary and administrative components/aspects of the program, including issuance of sub-grants, and ensure project expenditures are tracked.
  7. Support in conducting and facilitating seminars, workshops, technical meetings and exchange visits in collobration with the PVE and Rehabilitation staff. This includes supporting designing and implementing contextualized capacity building activities in the field of PVE and rehabilitation, targeting relevant government entities, INGOs and NNGOs, project staff, and other stakeholders.
  8. In coordination with the Head of PSD, identify and advise on emerging PVE and rehabilitation needs, identify new funding opportunities, and support program development.
  9. Ensure close coordination with IOM Programme Support Unit (PSU) and other relevant IOM colleagues to proactively communicate with current and potential donors on IOM’s PVE and rehabilitation portfolios.
  10. Ensure close coordination of IOM’s PVE and rehabilitation efforts within the broad PSD portfolio to identify and maximize potential synergies.
  11. Perform such other duties as may be assigned.

Performance indicators for the evaluation of results

  • Successful design and implementation of the PVE and transitional rehabilitation projects, including supporting government and non-government coordination and engagement.

Education, Experience and/or skills required

  • Master’s degree in international relations, Development studies, Social Sciences, Business Management, Public Administration, or any related field from an accredited academic university or institute with 5 years of experience; or
  • Bachelor’s degree in the above-mentioned fields with an additional 2 years of relevant experience.
  • Demonstrated experience in leading cooperation and coordination with a variety of stakeholders including senior national and sub-national governments officials, security agencies, UN agencies, and international and local NGOs.
  • Strong international experience in designing and implementing PVE and / or DDR programing in Iraq or comparable contexts.
  • Extensive experience in project management, including financial management, managerial and leadership skills, including remote management. IOM or other UN agency experience preferred.
  • Experience in communicating and working with a wide range of actors in a cross-cultural context, including government authorities and humanitarian actors.
  • Excellent writing and reporting skills, with a focus on creating clear, concise, and official documentation for government partners and donor reporting.
  • Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts.

Travel required – Yes**, Iraq wide**

Languages:

  • Fluency in English language is required.
  • Fluency in Arabic language is an advantage.
