The Business Development (BD) Team within Global Communities’ Department of Humanitarian Assistance is responsible for all new business development for humanitarian and emergency response programs in the organization. The BD team seeks a Pricing Consultant to lead the development of cost proposals for specific business development efforts within the department. Global Communities expects to contract the Pricing Consultant for a nine-month period starting October 2021. The Consultant is expected to work up to a total of 100 days within that period, with the majority of LOE expected between February-May 2022.
Responsibilities:
- Collect information relevant to a proposal’s budget as requested by the Proposal Team Lead
- Review donor specifications, guidelines, and solicitation documents;
- Assess operational costs required for program implementation;
- Obtain estimates/quotations from vendors for costs such as office set-up, internet and telecommunications, vehicles, equipment, and supplies, legally mandated benefits, transport and travel costs, meeting and training costs, and office operating costs, etc.
- Lead or assist with proposal budget development:
- Input cost information into budget template
- Review draft budgets provided by country office teams
- Develop proposal budgeting and pricing strategies for assigned proposals.
- Provide cost/pricing input into the proposal development process.
- Develop templates and review budgets for proposed partners
- Produce final budgets and cost proposal documents
- Review budgets and finalize with proposal team members
- Obtain necessary internal budget approvals, as required
- Produce final submission copies of budgets, budget narratives, and associated cost proposal documents
- Revise budgets based on donor feedback, changes in program design, and revised budget ceilings.
Qualifications:
- Demonstrated experience in successfully developing budgets and cost proposals for USAID and other donors; prior budgeting experience with USAID/BHA preferred
- In-depth knowledge of budgeting and costing for USAID proposals.
- In-depth understanding of USAID regulations, particularly pertaining to budgeting and cost allowability.
- Bachelor’s degree required.
- Experience in project financial management in the international development sector.
- Ability to work independently to gather and submit information to a remote team and to rapidly make ongoing adjustments to budgets during a program design process.
- Ability to collaborate effectively with headquarters- and field-based team members.
- Fluency English (written and spoken) required; abilities in Spanish or Arabic desired.
