Principal Technical Advisor, Malaria/USAID/Benin/Upcoming Integrated Health Services Project (Proposal) At Management Sciences for Health

OVERVIEW:

Management Sciences for Health (MSH) is seeking a Principal Technical Advisor, Malaria for an upcoming five-year Integrated Health Services project in Benin. The purpose of the program is to strengthen the delivery high-impact malaria, family planning, maternal and child health, and gender-based violence (GBV) services in the public sector in four departments in Benin. Building on the achievements of current and past USAID-supported activities, the overall purpose of the activity is to contribute to the reduction of maternal, newborn, child and adolescent girls’ mortality and morbidity, with strong government and citizen engagement in the health sector.

This position is subject to project award and funding.

OVERALL RESPONSIBILITIES

With guidance and support of the Chief of Party (COP) and in partnership with the National Malaria Control Program at the Ministry of Health, the Malaria Technical Advisor will contribute to improve the quality and utilization of malaria services related to malaria in pregnancy and malaria case management across Benin.

SPECIFIC RESPONSIBILITIES:

  • Contribute to improve quality and utilization of malaria services related to malaria in pregnancy and malaria case management.
  • Assess state of malaria service delivery in Benin and assist in developing new/revised approaches.
  • Provide technical assistance to key partners working at various levels, including community levels, in best practices and approaches for management of malaria services.
  • Contribute to M&E and strengthening of malaria data and data use.
  • Provide oversight and support for any pilot work related to malaria interventions.
  • Work closely with National Malaria Control Program (NMCP) at the Ministry of Health (MOH) as well as NMCP Units that are housed in the Direction Départementale de la Santé (DDS), focusing on supporting them to build their capacity to better manage malaria activities within their respective departments.
  • Work closely with project staff and Benin partners and stakeholders as plans are developed for sustainable solutions to maintain malaria services.
  • Participate in key, in-country malaria working groups and networks.
  • Liaise regularly with PMI/Benin team.

Qualifications

  • Possess a minimum of a Master’s degree in Malariology, Public Health, Entomology, or related field.
  • Minimum of 5 years of malaria and vector control programs experience.
  • Minimum of 10+ years of experience in the implementation and management of international development health projects.
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
  • Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Must have proven experience supervising and mentoring technical staff for similar health projects in developing countries.
  • Experience organizing and working with teams to produce high-quality deliverables.
  • Previous work with international NGOs and USG funded projects in difficult settings.
  • Experience in Benin strongly preferred.
  • Fluency in English and in French (written and spoken) is required
  • Excellent verbal, written, interpersonal, and presentation skills.
