In this context, UNDP Syria is looking for TWO Procurement Analysts who can support UNDP’s immediate interventions in socio-economic recovery and resilience. This UNV assignment is part of UNDP Syria’s efforts to promote volunteerism and ultimately increase the capacity to respond to the various technical assistance demands from its counterparts.

Task description

Under the supervision of the Procurement Specialist and in close coordination with Operations and Programme Units, the UNV Procurement Analyst(s) will support the following tasks:

1. Inputs to elaboration and implementation of operational strategies focusing on achieving the

following:

• Full compliance of procurement activities with UN/UNDP rules, regulations, policies, and

strategies;

• Implementation of effective internal control, analysis of parameters in support of proper

design and functioning of a client-oriented procurement management system.

• Office Procurement business processes mapping and elaboration/establishment of internal

Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the

Procurement Unit in coordination with the supervisor.

• Analysis and proposals on cost-saving and reduction strategies in the Office.

• Analysis and proposals on elaboration of contract strategy, sourcing strategy, quality

management, supplier selection, improvement of procurement processes in the Office

2. Supports management of procurement processes for UNDP CO focusing on achieving the

following:

• Participate in periodic meetings of the office and of the Unit in order to provide prompt and

timely advice in the planning of resources and activities.

• Establishment and implementation of proper monitoring system and control of

procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of

quotations, bids or proposals, negotiation of certain conditions of contracts in full

compliance with UNDP rules and regulation.

• Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and

Advisory Committee on Procurement (ACP).

• Management of procurement contracts and UNALL/QUANTUM-related processes.

• Elaboration and implementation of the internal control system which ensures that Purchase

Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget

check errors and other problems.

• Management of the implementation of the procurement processes monitoring system and

mechanisms to eliminate deficiencies in procurement.

3. Ensures implementation of sourcing strategy and e-procurement tools focusing on

achievement of the following results:

• Development and management of the rosters of suppliers, elaboration of supplier

selection and evaluation criteria, quality and performance measurement mechanisms.

• Implementation of e-procurement module.

4. Ensures facilitation of knowledge building and knowledge sharing in the Office focusing on

achievement of the following results:

• Participation in the organization of training for the operations/ projects staff on Procurement.

• Synthesis of lessons learned and best practices in Procurement.

• Contributions to knowledge networks and communities of practice.

5. Perform other duties as assigned by the supervisor.

Skills and experience

3 years of experience in the national or international level in providing procurement services and/or managing an operations service.

• Experience in the usage of computers and office software packages, and ERP systems are

essential.

• Experience with UN or international organization working in crisis environment similar to

Syria

• Experience from previous UN assignments and/or multilateral organizations and bi-lateral aid

organizations would be an asset.

Skills required:

• UNDP Procurement Certification programme or equivalent procurement certification is an

asset.

• Experience in the usage of computers and office software packages (MS Word, Excel, etc)

and advance knowledge of web based management systems required.
