The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The Procurement and Grants Senior Assistant will support the procurement and grant activities undertaken by SPC’s Human Rights and Social Development (HRSD) division, including developing of grant calls for proposals, sourcing of goods, and development of requirements; providing accurate advice on procurement and grants activities; ensuring compliance with organisational policies; and assisting with the mainstreaming of social and environmental principles in SPC’s procurement and granting practices.

The key responsibilities of the role include:

Operations: Procurement and grants

  • Provide support to the procurement and grants actions for the Human Rights and Social Development division (HRSDD), including Requests for Proposals (RFPs), Requests for Quotations (RFQs,) Calls for Proposals (CFP) and exceptions requests in accordance with SPC’s Procurement Policy and Grants Policy
  • Provide support to all HRSD programs/projects with the formulation of their annual procurement plans, and development of their procurement and grants documentation

Advice

  • Provide advice to HRSD staff regarding procurement and grants processes, including appropriate use of exceptions
  • Provide advice to decision-makers on how to manage ethical issues by demonstrating integrity

Record keeping

  • Support record keeping and reporting and ensure dashboard is accurate and up to date
  • Ensure that source documents for procurement actions are filed appropriately

Teamwork

  • Operate as a successful member of the PG Team while maintaining the relationship required with the HRSD team
  • Identify and escalate any risks and ethical issues

Key selection criteria

Qualifications

  • Diploma or degree in procurement, finance, administration or a related field
  • CIPS Level 2 Certificate in Procurement and Supply Operations (or equivalent experience)

Technical Expertise

  • At least 5 years’ experience providing advice on procurement and/or grants activities in a public sector environment
  • Strong research skills with a demonstrated ability to negotiate and agree on contracts
  • Demonstrated organisational skills with ability to prioritise workload and complete work within deadlines
  • Excellent PC-based computer skills, including sound knowledge of MS Word, Excel, Windows, and accounting software
  • Meticulous attention to detail

Language skills

  • Excellent English communication skills (oral and written)

Interpersonal skills and cultural awareness

  • Ability to work in a multicultural, inclusive and equitable environment

Salary, terms and conditions

Contract Duration – 3 years – subject to renewal depending on funding and performance

Remuneration – The Procurement and Grants Senior Assistant is a Band 7 position in SPC’s 2023 salary scale, with a commencing taxable salary range of FJD 2,287-2,859 per month, plus local staff benefits. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.
