Procurement and Logistics Manager, Syria At DanChurchAid

DanChurchAid (DCA) invites applications for a Procurement and Logistics Manager (PLM) for the Syria programme. This is a non-family position based in North East Syria (NES).

The DCA Syria programme is a growing programme with a 6-7-year footprint. The activities are wide-ranging and include risk education, survey, clearance of explosive hazards, cash transfers, vocational training, NFI distribution, psychosocial support and early recovery.

The Procurement and Logistics Manager is responsible for the overall management and coordination of all DCA procurement and logistics requirements in the Syria programme, in compliance with DCA procurement and logistics manuals

As PLM you will be responsible for setting up, improving, and maintaining all necessary systems and processes, as well as training and capacity building local staff in all field offices and base locations and ensuring that the items and equipment required and budgeted for by various projects are purchased and transported in a timely and efficient manner. You will also act as the day-to-day focal point for all issues related to the running of the field offices, including management of the office and warehouse premises, and the fleet of hired vehicles. The PLM will also work closely with international experts to ensure the items and equipment required and budgeted for by their projects are purchased and transported in a timely and efficient manner.

Main technical tasks and responsibilities include:

  • Lead the coordination in all procurement and logistics activities between the Procurement and Logistics Team and the Programme Managers to facilitate effective, efficient, and timely program implementation.
  • Provide technical support and guidance to Procurement and Logistics Team.
  • Responsible for recruitment, induction, mentor and capacity building of the Procurement and Logistics Team, following a structured training plan with clear objectives and target indicators.
  • Establish, improve and maintain a rigorous, accountable, and transparent procurement systems and process required for timely, efficient, coordinated and compliant operations in accordance with the DCA procurement manual and donor requirements.
  • Ensure appropriate and efficient DCA fleet management in accordance with the DCA logistics manual.
  • Ensure implementation of warehousing & asset management in accordance with DCA and donor rules and standards and ensuring excellent records keeping in accordance with the DCA logistics manual.
  • Actively participate in national management, coordination, and project development with relevant procurement and logistics related inputs.
  • Prepare regular, timely and accurate narrative and logistical reports.
  • Work closely with relevant Programme Managers and finance department to ensure the items and equipment required and budgeted for by their projects are purchased and budget lines are spent in a timely manner.
  • Setup key performance measures for all aspects of logistics activities and regularly review them against actual performance.
  • Conduct regular monitoring missions to field locations to strengthen compliance.
  • Ensure all the procurement and logistics related documentations are reviewed and uploaded into PPD on a regular basis.
  • Any other duties, as requested by CD.

We are looking for the following qualifications:

  • University degree in a field related to procurement and logistics.
  • 3+ years of previous experience working with an INGO in the field of procurement and logistics, in an international and preferably conflict or post-conflict setting.
  • Previous experience of working in the field of humanitarian mine action desirable.
  • Proven skills in training, mentoring and capacity building national staff.
  • Ability to coordinate multiple projects simultaneously.
  • Ability to evaluate data and courses of action to reach logical, pragmatic decision.
  • Ability to maintain flexibility in an environment where change or revision to projects and planning is regular.
  • Ability to fit well within a small team.
  • Good spoken and written English language is essential, and Arabic is desirable.
  • Excellent knowledge of computer programmes regularly used for procurement and logistics.
  • Working experience in the Middle East desirable.
  • High level of autonomy and willingness to spend time in deep field locations.
