Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Agreement Terms and Conditions. Creative intends to award one or more Renewable Consultant Agreement(s) (RCA(s)) under which work may be negotiated and awarded as fixed price or level of effort performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.

The consultant will support a variety of activities based on project needs, such as start-up procurement/training, assisting in development of procurement plans, reviewing project procurement practices, procurement file reviews, and more.

Responsibilities

Tasks To Be Performed:

  • Develop procurement plans for projects. Coordinate with field offices and HQ program staff on planned project procurement requirements, including conducting market research and ensuring activities are actioned in a timely manner.
  • Conduct review of field procurement practices to ensure compliance with local regulations and donor requirements.
  • Recommend procurement / solicitation mechanisms and advertising plans.
  • Assist project procurement teams in developing procurement approach.
  • Conduct training on procurement process and best practices for field-based staff.
  • Provide guidance to Project staff on procurement policies and procedures including QMS and procurement templates and manuals.
  • Travel to support procurement teams in the field.

Results, and/or Deliverables

Consultant may be responsible for:

  • Procurement plans as required.
  • Weekly procurement tracking and status reports.
  • If required to travel to the field, the consultant will prepare an SOW and field trip report.

Consultants with the requisite qualifications will be given a renewable consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.

Qualifications

Consultant will be expected to have the skills, qualifications, experience, education and general expertise necessary to provide project startup or ongoing procurement support in planning, tracking and strengthening procurement systems for field projects. Specifically, consultant must demonstrate capabilities in the following areas:

  1. Work experience in a senior level procurement role, monitoring the implementation and delivery of procurement requirements, including preparing procurement plans and strategies, preparing solicitation documents, managing technical evaluation teams, drafting negotiation memoranda to include establishing price reasonableness, and finalizing contract agreements in compliance with USAID or other donor regulations.
  2. Experience providing guidance and advice to technical and procurement departments to improve efficiency in processes, including policies and procedures.
  3. Work experience in developing countries providing training and procurement support, including interpreting, and clarifying contract terms and conditions.
  4. Experience in preparing contract awards, modifications, and waiver requests.
  5. Knowledge of FAR, USAID, State Department, and other donor procurement regulations.
  6. Language fluency or proficiency in French and/or Spanish strongly preferred.
  7. Minimum a BA or BS with 10 years of experiences (MA Preferred).
