Position info:

Overall view

He/She will be Contributing to developing and updating procurement policies and procedures, developing procurement plans and supervising their implementation by control policies and procedures, developing necessary tools to achieve this, and coordinating with other supply chain departments and projects to ensure that the requirements of the Union and its projects are met within the conditions of quality Time and Budget.

Specific Responsibilities:

  1. Develop procurement plans (for projects and administration) and control them based on S.C. policies and procedures.

2. Determining the procurement department’s inputs at the grant design stage.

3. Directing and supervising the daily procurement officer work to implement the periodic procurement plans according to S.C. policy and procedures.

4. Supervision updating of the list of suppliers continuously (supplier management according to the policy) and following up on the supplier evaluation processes

5. Follow up and develop the procurement tracking schedule

6. Responsible for implementing Higher Level Purchases (3+ Level III, Level I, and II Bidding)

  • Responsible for Proposing procurement committees.
  • She/he represents the purchasing member of the committees.
  • Reviewing implementation documents and books, legal, financial, and technical conditions books
  • Invitations to Bids and RFQs
  • Tender announcements and the type of advertisement
  • Analysis files and committee minutes
  • Purchase orders and contracts

7. Always ensure that security checks for suppliers are carried out and updated

8. Responsible for reviewing and approving procurement reports in coordination with the Supply chain Information Management

9. Contributing to the development of job analysis for Staff who their under their supervision 10. Contribute to the development of procurement policies and procedures. 11. Develop and update procurement tools

Qualifications: Required:

higher education degree (B.A. and above) Scientific and medical colleges

Experience in Supply chain management in humanitarian work (2 years in a supervision position )

Medical procurements for three years (one of them in the Turkish market)

Microsoft Office (Excel-Word) Advanced

Languages :

  • Arabic: Native
  • English Advanced

Turkish nationality: required
