Procurement & Logistics Officer At Welthungerhilfe

Objective of the position:

The Procurement & Logistics Officer will be a key member of the Procurement and Logistics department at WHH Country Office and contribute to processes of procurement, fleet, stock, oversight of asset management and inventory control in compliance with Welthungerhilfe Policies.

Key Duties and Responsibilities:

Procurement:

  • Prepare and issue Requests for Quotations and bidding documents for assigned procurements per the set threshold requirements for procurement transactions processed at Kampala office.
  • Effectively negotiate with suppliers on a wide variety of commodities and services for the best overall value to WHH operations.
  • Understand and ensure compliance with national legal guidelines, contracting principles, sourcing and price/cost analysis requirements while upholding Welthungerhilfe regulations and donor regulations in all processes.
  • Be a member of the evaluation committee. Prepare bid evaluation reports.
  • Support with maintaining proper records for all the procurements handled at country office both in soft and hard copies files.
  • Maintaining an updated Supplier and contracts database.
  • Prepare and submit to Finance completed transaction files to facilitate payment of service providers in compliance with set regulations.
  • Manage the existing framework agreements and LTAs.
  • Support with providing information on WHH compliance procedures, support their registration in the e-Tender Portal and providing continuous feedback on what is required.
  • Support with Customs clearance for imported items.

Assets and Inventory Management:

  • Support with property management and inventory control, reports, reconciliations for both expendables and non-expendables for Country office and project locations.
  • Support with inventory reconciliation and maintain an updated asset and inventory records for country office and the projects.
  • Ensure timely reporting on stock status and plan stock replenishments.

Fleet and Travel Management:

  • Support with managing the Vehicle Pool and Transportation: Organize allocation and daily availability of vehicle(s) Establish tools for vehicles follow-up: logbooks, technical check-ups use of seatbelts, adherence to speed limits, vehicle booking process and movement monitoring system etc.
  • Provide data entry for Fleet wave software reports per set schedule.
  • Support with organization of transport and accommodation for visitors – in charge of flight and hotel reservations.

Required Qualifications, Competencies and Experience for the position

  • The ideal candidate for the Procurement and Logistics Expert must hold a minimum of a bachelor’s degree in Procurement and Logistics / Supply Chain and PurchasingManagement from a recognized institution.
  • Post graduate qualifications will be an added advantage.
  • Computer skills on MS Office programs, especially in MS Excel and use of online systems.
  • At least 5 years procurement and logistical work experience in multi sectorial setting preferably with international NGOs.
  • High integrity and willingness to conduct her/himself transparently.
  • A clear understanding of procurement ethics and basic knowledge of business and contracts legalities.
  • Experience in working independently and result oriented with ability to multi-task and process information into action as to not delay program activities.
  • Very good communication skills both oral and written.
  • Good command of English language.
  • Excellent interpersonal skills.
