Procurement Manager At DAI Global

Project Background:

The USAID/Liberia Civil Society Activity (CSA) aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of this activity is to strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and citizens.

Position Description:

The Procurement Manager manages the contractual and required documentation aspects of CSA’s procurement activities. This role will ensure compliance with DAI/USAID standards, regulations, and policies.

Responsibilities:

  • Procure goods and services for required project activities.
  • Prepare offer analysis and make recommendations regarding possible vendors.
  • Follow up with selected vendors to ensure that procured services are delivered effectively and in timely and cost-effective manner.
  • Maintain procurement data and documentation in-line with USAID regulations and DAI policies and procedures.
  • Solicit bids from various vendors to procure the items within the required time frame and at a reasonable cost.
  • Ensure that procurement-related activities conducted by project staff in the field will be carried out in accordance with the FAR and AIDAR, and will follow sound procurement procedures as outlined by DAI.

Reports to: Operations Director

Minimum Qualifications:

  • Bachelor’s level degree in logistics, supply chain management, business administration, public administration, international development, or other relevant field is required.
  • At least eight (8) years of working experience with experience managing the procurement processes for USAID or other international development projects with demonstrated experience in purchasing and supply management.
  • Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
  • Excellent verbal and written communication skills in English.
  • Previous work experience in Liberia/West Africa preferred.
