Position Summary.
Procurement Officer will work under the supervision of the Procurement Coordinator, providing procurement, & administrative support for RI’s NWS operations and Syria programming, including execution of procurements,contracts, inventory and reporting. Procurement Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Relief International and not jeopardize its humanitarian mission.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Daily follow up of RI procurement activities of NW hub in both Turkey and Syria
- Follow up on the streamline of all procurements including main tenders and other procurements, report to PC for potential delays and challenges.
- Ensure all donor certification requirements are met on each medical procurements (GMP-CE etc) and closely coordinate with health technical team through PC.
- Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of RI
- Establish preferred supplier agreements for commonly used items
- Provide Support to PC to ensure the all procurement related trackers are up to date on weekly basis.(PR tracker, contract tracker, tender tracker,consolidated procurement plan etc.)
- Follow up on the streamline of all procurements including main tenders and other procurements, report to PC for potential delays and challenges.
- Assist in any activities necessary to the smooth functioning of RI’s operations, in support of RI’s projects activities.
- Be responsible for the specification, procurement, receipt, storage, transportation and accountability of all RI equipment and/or property.
- Maintain procurement database and ensure procurement paperwork is complete and that all approvals have been obtained before purchases are made.
- Provide logistical support to distribute and deliver goods to RI’s partner and/or implementation sites as needed.
- Supervise drivers and assist in preparation of contracts if requested by Operations Manager
- Take initiative to develop systems, policies and procedures for improved management and oversight.
- Oversee RI’s inventory, emergency assets and prepositioned Syria response stock and keep accurate records of their storage, movement and condition.
- Any other task assigned by SCO MGR or PC.

QUALIFICATIONS & SKILLS REQUIREMENTS
This position will require a demonstrated ability to achieve results in a demanding and fast paced environment.
- At least a bachelor’s degree in a relevant subject.
- Able to prioritize, communicate effectively, and meet deadlines.
- Willingness to travel and work extensively – sometimes at short notice, in difficult places and under long hours – according to a results-based approach
- Able to work independently and within a team.
- Diligent in work processes.
- Flexible in schedule, attitude and work prioritization.
- Proficient in Microsoft Office and Google software, particularly Google Drive, Gmail, Google Docs, MS Word and MS Excel. Adobe suite preferred.
- Fluency in English , Turkish and Arabic;
- Previous NGO experience in a similar context a plus. If no NGO experience, strong previous work experience in project management, or experience working in a multinational position preferred.
