Procurement Specialist At UNOPS

UNOPS Guatemala is looking for a professional for the position of: Procurement Specialist .

Under the guidance and supervision of the Project Manager/Head of Support Services, the Procurement Specialist provides support in all activities required for the procurement unit. She will also support the assurance of policies, processes and systems following the organization’s standards.

The Procurement Specialist works closely with the Head of Support Services, Project Managers, Coordinators, project team and country office operations staff to exchange information and support project execution through application of UNOPS policies, processes and standards in project management, especially the UNOPS Project Management Manual.

The main functions of the Procurement Specialist include:

I. Development and implementation of Procurement strategies

Leads the development and implementation of procurement and contracting strategies for goods, services and works, focusing on achieving the following results:

  • Appropriate application of the UNOPS procurement governance framework (rules, regulations, policies and tools) in Business Unit and Project operations.
  • Provision of supply market intelligence and analysis.

II. Procurement process management

Manage and guide the procurement processes for the acquisition of goods, services and the construction of works for the Business Unit, focusing on achieving the following results, in compliance with official procurement policies, rules, regulations and procedures:

  • Sustainability incorporated into the procurement process.
  • Application of appropriate procurement modalities and instruments (e-procurement, procurement and supplier lists) based on the requirements of each case, using expert knowledge of procurement policies and instruments.

III. Implementation of sourcing strategies and electronic procurement tools (e-sourcing)

Ensure the introduction and implementation of the sourcing strategy and e-procurement tools focusing on achieving the following results:

  • Creation, development and management of supplier lists, selection and evaluation of suppliers, quality and performance measurement mechanisms.

IV. Team management

  • Facilitate the commitment and provision of high quality results and services of the supervised team through effective recruitment, work planning, performance management, coaching and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members through existing policies and best practices.

V. Knowledge management and exchange

  • Organize, facilitate and/or deliver training and learning initiatives for office staff on procurement-related topics.
  • Lead and carry out initiatives on capacity building and knowledge development for procurement staff, including network development, learning plans and activities, information on procurement practices and benchmarking of best practices.

Requirements

A. Education

  • Advanced degree (equivalent to Master’s Degree), preferably in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Engineering, Architecture, Public Administration, Finance, Economics or related field.
  • An undergraduate degree (equivalent to a Bachelor’s Degree) in combination with a minimum of seven (7) years of qualifying experience may be accepted in lieu of a master’s degree in the above areas.
  • Certification from the Chartered Institute of Purchasing and Supply (CIPS) or a similar international certification in procurement is an advantage.

B. Experience

  • 5 to 7 years of professional experience (according to the academic degree provided) leading and conducting acquisition processes of medium/high complexity.
  • Experience using electronic procurement platforms or systems is required.

Will be highly valued:

  • Experience in procurement of pharmaceutical products, medical supplies, procurement of road and building infrastructure.
  • Experience supervising or coordinating personnel in procurement.
  • Knowledge of UN or public procurement policies and procedures.
  • Knowledge of using Google Workspace tools (Drive, Docs, Sheets, etc.)

C. Languages

  • Fluency in Spanish required.
  • Proficiency in English will be highly valued.
