BACKGROUND

Considering the escalation of the internal armed conflict in Colombia and the need to respond to the humanitarian needs generated by it, the Norwegian Refugee Council (NRC) in association with other humanitarian organizations, Doctors of the World France (MDM) and Action Against Hunger (ACH), have formed the MIRE+ Consortium, whose purpose is to provide a rapid response and early recovery from emergency situations caused by the actions of armed actors throughout Colombia.

The confidentiality and trust under which the member organisations of the Consortium work will be fundamental in this consultancy, in addition to the understanding of the humanitarian principles of humanity, impartiality, neutrality and independence. The work and products of this consultancy must be framed within the Common Humanitarian Standards, Do No Harm, the Triple Nexus. This consultancy is managed through the Norwegian Refugee Council (NRC), which was designated as the managing organisation of the Consortium.

This consultancy does not entail the responsibility of personnel management. The products of the Data Analysis consultancy will be validated and approved by the MIRE+ Consortium Learning and Accountability Advisor.

 OBJECTIVES AND SCOPE OF WORK

Objective
The purpose of the Professional Data Analyst Consultant is to contribute with specific products and actions for the MIRE+ Information Management with the collection, management, analysis and generation of accurate and timely data reports, using the MIREview system technology.

Scope of work
• Support the M&E and RdC and Learning coordinations of the UGC of the Consortium with technical guidance for the supervision of data of the indicators coming from the partners and the Consortium records, and their quality control.
• Support the M&E and RdC and Learning coordinations of the UGC of the Consortium with the preparation of data for quarterly, annual and other reports.
• Support the M&E and RdC and Learning coordinations of the UGC of the Consortium to report on the technical implementation of the activities and contribute to the technical reports.
• Be the MEAL UGC focal point for the digital strengthening process of MIREview, in coordination with the UGIC+C

Consulting activities/products:
1. Periodic Lists of Assisted Persons (LPA) for each of the Consortium partners: refined, consolidated and reported to the UGC, as well as uploaded to MIREview.
2. Monthly generation and update of monitoring tools to view the progress of each Consortium indicator.
3. Monthly report on measuring Outcomes, and in accordance with the donor reporting calendar.
4. Monthly update of the Consortium’s data management tools, on the different platforms where they are loaded and operated; for example, kobotoolbox.
5. Consolidated monthly report of quantitative data for reports, proposals and monitoring plans, delivered and validated by the M&E and RdC coordinations of the UGC.
6. Monthly attendance report and presentations for the transmission of information on training spaces related to MEAL Information Management topics.
7. Monthly report on the joint technical management and monitoring, with the UGI+C team, of the MIREview Strengthening consultancy, until reaching version 2.0 of the platform.

 INSTITUTIONAL AND ORGANIZATIONAL PROVISIONS

Duties of the consultancy:
1. Comply with each of the deliverables, activities and products defined with the consultancy.
2. Execute the contracted service, in accordance with the requirements by the Norwegian Refugee Council (NRC) under the designated contract or by the person delegated by it.
3. Address any observations or suggestions made as long as they are within the scope of the contract and are relevant to its execution, within the applicable regulations in its matter.
4. Adhere to the information security policies of the MIRE+ Consortium.
5. Establish work spaces, planning and delivery of results in spaces agreed with the UGC of the consortium.
6. Carry out at its own expense and risk all the necessary tasks to fulfill the entrusted work, including providing insurance if necessary.
7. Comply with the assigned tasks and commitments arising from the work plan and schedule of activities that have been proposed and approved by the UGC of the Consortium.
8. Comply with all obligations relating to the affiliation and timely payment of the respective contributions to the general regime of comprehensive social security, the payment of the support staff required for the service, this being a suspensive condition for the payment obligation to arise on the part of the Norwegian Refugee Council – NRC, therefore, the supporting documents must be presented.
9. Sign and assume the costs of the quality and compliance policies or guarantees that may be required for the implementation of this activity.
10. Any others that are necessary for the fulfillment of the purpose of this document.
11. Maintain under strict confidentiality the information shared as initial inputs for the conceptual and narrative proposal.

Reports should be submitted in Microsoft Word format, in Spanish. Texts should not be formatted, unless otherwise indicated by the Coordination. Charts or other graphic elements should be editable (i.e. not images). All references should be cited according to convention and listed in a bibliography, using the Harvard system as set out in the UNESCO Style Manual. All direct citations should be enclosed in quotation marks and should not be excessively long. All data collected within the framework of the consultancy should be submitted with the deliverables, in a widely recognised format, e.g. Microsoft Excel.

Anything submitted to the MIRE+ Consortium must be the consultant’s original work. Any plagiarism in any form, or any other violation of intellectual property rights, will automatically disqualify the provider from receiving any further payment under the contract signed by the NRC, and the NRC will seek to recover any payments already made.

The provider will follow the Ethical Research Involving Children guidance regarding the ethical participation of children. In addition, all study participants or other interaction will be fully informed about the nature and purpose of the interaction and their requested participation. Informed consent must be obtained for any photography, audio or video recording, etc. in accordance with the NRC consent policy.

PROPERTY RIGHTS and RELIABILITY:

The MIRE+ Consortium will hold the intellectual property rights for all materials submitted by consultants under the contract. The property rights will be held by the consortium and administered by the Norwegian Refugee Council or the managing organisation of the Forum. The reliability of the information collected is essential and dissemination of the material without authorisation from the organisation could put the safety of participants at risk.

Consultants must therefore ensure that they are in possession of any materials provided to the Consortium as part of the deliverable. Reproduction rights for the reports will be granted to the Consortium and its contracted agents. The Consortium will be free to reproduce the materials at will and to grant reproduction rights. Any dissemination or reproduction of the collected material or consultancy products must be authorized by the Consortium.

 EXECUTION SCHEDULE AND ESTIMATION OF INPUTS

The start of execution will be as immediate as possible.

The maximum value of the consultancy is established in payments for fees by modality of provision of consultancy services, exempt from VAT. The disbursement will be made in monthly payments after the delivery of the described products, prior to the fulfillment of the presentation of the forms where the payment of social security (Health, Pension and ARL) is evidenced, as well as the preparation of the billing account and/or invoice.

The consultant will have freedom to manage his/her time to generate products and establish relationships. However, he/she must be present in coordination spaces and activities that require his/her presence in Bogotá. The delivery schedule for products will be monthly.

The hired consultant must assume the payment of insurance policies for:

COMPLIANCE: For an insured value equal to thirty percent (30%) of the value of the
contract, with a validity equal to that stipulated in this contract and six (6) more months.

 QUALIFICATIONS OF THE PERSON / CONSULTING COMPANY

To be eligible, the natural person providing these services must have:
• At least 5 years of experience in positions such as Professional Data Analyst or related and,
• At least 1 year in humanitarian action.

Education.
• University degree in Systems Engineering, Economics, Statistics, Mathematics, Administration, Data Science or similar.

Specific competencies required:
• Work experience in similar positions, Data Analysis, Information Management, in a humanitarian aid context in Colombia.
• Knowledge of humanitarian architecture/actors/legislation in Colombia.
• Verifiable experience related to the responsibilities of the consultancy.
• Experience in networking and coordinating teams with a focus on collaboration, adaptation and learning will be valued.
• Work experience in data collection, maintenance and quality control of data sets and management of indicators.
• Knowledge and experience in tools for data collection, management, analysis and reporting (e.g.: Kobo toolbox, Power BI, R, Python, SQL, Tableau, advanced Excel, Power Query or others).
• Knowledge of ICT tools and openness to their innovative use.
• Experience in the operation of database management software.
• Experience in statistical software and information analysis is preferred.
• Development knowledge in languages ​​and databases such as PHP, SQL (PostgreSQL) and NoSQL (MognoDB) Laravel.
• Knowledge of using versioning tools such as GIT.
• Desirable knowledge and experience such as Kanban, Scrum, Agile

Work tools.
The person who implements the consultancy must have the proper tools to carry out the duties of the position. The consultancy must provide the means and resources necessary for the performance of its work, including computer and communication equipment and programs.

 DURATION

This consultancy is projected to last from January 2025 to August 2025. Depending on performance and budget availability, it may be renewed again for similar products and activities.
