Description:
The Programme Director will oversee the implementation of a two-year programme to support civil society organizations and human rights defenders working on fundamental rights and freedoms and democracy promotion. The Programme Director will closely work with the consortium partners, as well as PIN Country Director and Head of Programmes to ensure quality programme delivery, contextual relevance and security management.
Duties and Responsibilities
Management:
- Take the overall responsibility of the quality, finances and timeliness of performance and reporting of all work under the program;
- Supervise the conduct and outputs of the consortium partners;
- Lead quality oversight of financial management within the portfolio, track expenditures and perform financial forecasting, ensuring cost-effectiveness in activities, timeliness of performance of all work performed under the program, and compliance with donor regulations.
- Assume responsibility for the daily operations including staff management, public relations, and general administration;
- Keep donors, partners and other relevant stakeholders informed of any shifts in the contextual dynamics that may result impact the health and outputs of the programme.
- Liaise with the local and international partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
- In coordination with the CMT oversee the strategic and security aspects of the program, guiding strategic direction to ensure adaptability and programmatic pivot as demanded by contextual developments.
Program Design and Implementation:
- Monitor and evaluate processes, and write program reports on a quarterly and as-needed basis to ensure completion of program objectives;
- Ensure programme compliance with contractual donor requirements.
- Manage the financial, political and operational risk of the programme. Ensure highest degree of due diligence of partners and service provides
- As a member of the Technical Country Program Team, expected to provide Technical assistance to other PMs/Projects in the same sector in RKN Rakhine and other parts of the country.
Other:
- Develop and support advocacy initiatives to support human rights in Southeast Asia;
- Develop analytic reports and briefers
- Support business development, through developing concept notes, proposals, budgets, etc.;
- Other related duties as assigned
Job Qualifications
Essentials:
- Bachelor’s degree in international development, law, public policy, political science, public administration, human rights, or other relevant field or its equivalent in additional experience. Master’s degree strongly preferred.
- At least 5 years of experience in international development;
- Direct experience of working with Human Rights Defenders and national/local CSOs/CBOs/LNGOs a distinct advantage.
- Demonstrated expertise in programming in support of human rights and civil society in Myanmar.
- Experience in program management in volatile and unstable contexts.
- Experience in remote monitoring and management.
- Demonstrated leadership and management skill.
- Experience of security management of own operations and supporting partners and beneficiaries in operation security.
Skills:
- Fluency in English, both oral and written.
- Proven leadership skills and experience building and maintaining relationships with donors, national and international civil society actors, and government authorities;
- Ability to display and practice the highest degree of discretion;
- Strong organizational and time management skills;
- Experience in working EC and USAID funds, knowledge of their regulations highly preferred;
- Demonstrated financial management experience including preparing and managing budgets, contracts, and negotiations, and subgrant management;
- Demonstrated ability to effectively manage a diverse team of employees;
- ICT literacy.
