The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Juba, South Sudan . The position is paid according to Salary Group 7.

Welthungerhilfe (WHH) has been working in today’s South Sudan since the late 1990’s. Since the country’s independence in 2011, Welthungerhilfe has implemented 87 projects ranging from rapid disaster relief to reconstruction and long-term development cooperation projects with local partners, with an overall volume of over EUR 420 million.The primary responsibility of the Program Accountability and Learning Expert is to ensure robust and responsive learning and accountability culture anchored on Program integration and to contribute to elevating the profile of WHH SSD in line with Global and Country Strategy 2023 – 2026, resulting in WHH SSD becoming a go-to partner for key stakeholders.

Your responsibilities

  • Lead the Program Accountability and Learning component with a clear vision and innovation; inspire and influence the team; model the highest standards of integrity and communication both internally with WHH SSD teams and externally.
  • Lead the development and implementation of the Country Accountability and Learning Framework with focus on promoting collaboration, area-based integrated programming, learning and accountability, maximizing synergies and efficiencies, and contributing to integrated area-based programming.
  • Provide strategic high-level feedback, analysis and interpretation throughout the proposal development process including review of Results Frameworks, Project Log frames, MEAL Plans, and Analysis Plans.
  • Lead the integration of Accountability and Learning principles across all project components within the Country Program, fostering collaboration, learning, and adaptive management to meet program objectives.
  • Ensure that learning from the Evaluations, Project Monitoring and Complaint and Feedback Mechanism (CRM) inform new project designs and modifications to increase program responsiveness.
  • Facilitate learning events, workshops, and training sessions for project staff and partners to strengthen Learning and Accountability practices and adaptive management capabilities.
  • Promote gender equality and social inclusion in the design and implementation of program activities and set indicators and tools to progressively measure success of Gender and Protection Mainstreaming.
  • In coordination with Technical Experts, engage with government counterparts, donors, local organizations, and other key stakeholders to promote collaboration and share learning on resilience programming and food security.
  • Support Area Managers in integrating WHH programs and developing area-level strategies aligned with the country strategy. Collaborate with Area teams and technical leads to ensure that field implementation processes and documentation are managed professionally and meet WHH requirements and sector best practices.
  • In collaboration with HoPDQS and HoPI, lead the design, preparation, organization, and implementation of project identification studies, including needs, vulnerability, feasibility, climate risk, resilience, and conflict assessments. Review proposals to ensure alignment with Core Humanitarian Standards, Climate Resilience, and cross-cutting themes such as Age, Gender, and Diversity, incorporating lessons learned from previous programs.
  • In close cooperation with Technical Experts, Business Development Expert and Head of Programs identify opportunities for innovative work promoting issues around program development and quality.
  • Develop effective methods of disseminating program findings and research outcomes to donors, local authorities, other humanitarian and development partners and internally within WHH.

Your profile

  • Master’s degree in international development, social sciences, organizational learning, knowledge management, or a related field.
  • At least 5 years of relevant experience in international development, with a minimum of 3 years in a senior coordination, MEAL or program management role preferably in conflict or post-conflict context, outside of the country of residence. Familiarity with the South Sudan context is a strong advantage.
  • Experience working on resilience programming and sound knowledge of programming principles and concepts, including cross-cutting approaches (gender, protection, climate resilience, peace etc.).
  • Demonstrated expertise in applying Accountability and Learning principles, adaptive management, and knowledge management in complex emergency and development projects.
  • Excellent facilitation, collaboration, and communication skills, with the ability to engage effectively with diverse teams, stakeholders, and partners
  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse) and principles of Diversity, Equity, Belonging, and Inclusion (DEBI)
  • Proven ability to build relationships across cultural settings and foster open communication with varied organizations.
  • Strong coordination, organizational, and analytical skills, with a solution-oriented mindset and attention to detail.
  • Effective time management for handling multiple priorities, plus sensitivity to political dynamics in program implementation.
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries.
  • Fluent English, with excellent written and verbal communication skills.
