Job Overview:

The Program Assistant will support the implementation of the Economic Empowerment, Protection and Community Capacity Strengthening initiatives in Kakuma Refugee camp, Kalobeyei settlement. This includes supporting the implementation of initiatives such as skills development, business training, cash-based interventions, and kitchen gardening, market linkages. Additionally, the PA will support to organize community forums, conducting physical assessments, monitoring, evaluation and reporting activities. They will provide administrative support in logistics planning for program activities.

Specific Responsibilities:

Program Implementation

  • Implement ORAM’s economic empowerment and protection-related activities with an emphasis on resilience building through promoting skill development, enterprise development and climate-smart agri-practices and CBO capacity strengthening.
  • Conduct vulnerability and capacity assessments to identify appropriate clients for interventions, factoring SOGIESC’s analysis to identify specific needs, vulnerabilities and interests.
  • Work closely with community-based organizations (CBOs/RLOs) and community representatives to co-create projects, assessing their needs and priority areas.
  • Organize and conduct training on entrepreneurship, business management, and financial education, group saving and provide long-term business mentorship working closely with the ToTs.
  • Support in mapping potential partners to facilitate market & job linkages for small and medium-sized enterprises in partnership with other organizations and private sector actors.
  • Support in conducting training on household-level vegetable production, and poultry management among other agri-related activities, supporting clients with household food needs and income generation from surplus.
  • Support in sensitization, formation and training on Community Savings & Loans Associations and business groups & cooperatives to promote access to markets.
  • Conduct regular site visits to follow up on clients offering them technical support and mentorship to strengthen their livelihoods and build resilience.
  • Support in the development of assessment, monitoring and evaluation tools, and conduct field visits related to these activities.
  • Produce quality and accurate reports of field activities, success stories and program learnings.
  • Contribute to drafting spending, procurement, and work plans based for program activities.
  • Contribute to program review meetings to promote sector learning, knowledge management and adoption of innovative practices.
  • Support in the identification of vendors for program and project-related supplies.
  • Organize all necessary logistics for program activities workshops, training, and office supplies, in consultation with the PO.
  • Contribute to ensuring the safety and security of office staff, clients and assets.
  • Ensure proper filing of program documents hard and soft copies in line with data protection policies.

Admin and Operations Management

Representation and coordination

  • Support to develop and maintain effective working relationships with all stakeholders, through participation in community forums, events and technical working groups. To this end, ensure professional standards in the external representation of the organization to build trust and ensure effective collaboration with all concerned stakeholders.

Team Supervision

  • Support the PO in the supervision of Field Assistants and Trainers of Trainers (ToTs).
  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within the reasonableness of their level of skills and experience.

QUALIFICATIONS

  • A bachelor’s degree in Social sciences, Community Development, or Business – Related Studies.
  • At least three years of professional experience in community development and/or livelihoods programming for marginalized and vulnerable populations.
  • Have technical training and experience in supporting micro-enterprises through conducting business training, coaching and agri-business related activities such as kitchen gardening and poultry production.
  • Experience implementing livelihoods initiatives such as skill development, enterprise development, group saving & loan approaches, to enhance income generation and resilience.
  • Knowledge of the local context of Turkana County including Kakuma Refugee Camp and Kalobeyei.
  • Field experience in mobilization, organizing, and facilitating community forums with an understanding of camp management leadership structures.
  • Experience in conducting eligibility assessments, monitoring, and providing field activity reports.
  • Knowledge of refugee protection and livelihood sector principles.

  • Excellent verbal and written communication Skills in English and Kiswahili. French is a plus.
  • Strong networking and outreach skills; ability to connect with a wide range of stakeholders.
  • Discipline, strong organizational skills, and attention to detail are required.
  • Strong computer skills (Word processors, Spreadsheets, databases, statistical packages, etc.)

Working Conditions, Travel and Environment

Duty station: Kakuma/Kalobeyei (ORAM does not provide accommodation and RnR. ORAM will support transport costs for home travel during annual leave within the country borders. Annual leave days apply)
