CONTEXT AND JUSTIFICATION OF THE POSITION:

The United Nations World Food Programme is one of the largest humanitarian agencies fighting hunger worldwide. Because of its global commitment to its protection policies and accountability to affected populations, WFP is seeking to improve the integration of protection in the context of its response in the DRC and South Kivu in particular.

The Protection Assistant will work closely with the Programme sections as well as Logistics, Supply Chain and in close coordination with the Gender and Protection officers based at the zone office in Goma to support the integration of WFP’s protection and accountability to affected populations (AAP) into PAN interventions in the provinces of South Kivu and Maniema.

MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list):

Under the supervision of the Program Manager in Bukavu and with the technical support of the gender and protection officer based in Goma and Kinshasa.

The protection assistant has the following main responsibilities:

  1. Work with respective units and with the Gender and Protection Officer to contribute to rapid assessments of protection risks in intervention areas;
  2. Monitor the implementation of protection risk mitigation measures and other recommendations for WFP activities in collaboration with programme teams and cooperating partners;
  3. Support consultation with affected populations and beneficiaries to determine how they access WFP assistance, including their preferences
  4. Contribute to the development and implementation of community engagement and awareness-raising activities in collaboration with the communications, humanitarian access and program sections
  5. Conduct regular field visits to verify and support compliance with protection checklists for each activity and respect for beneficiaries’ rights.
  6. Contribute to the development of key messages and necessary resources (posters, banners, radio broadcasts) to raise awareness among affected populations and provide preference-based information that is adapted to gender, age, language,
  7. Conduct community awareness-raising activities on multiple topics, including protection against sexual exploitation and abuse;
  8. Support the establishment and operation of community feedback and complaints channels (community committee, complaints, complaints tables, boxes, etc.)
  9. Contribute and support the Protection and Gender Officer in organizing and facilitating training sessions for WFP staff and cooperating partners on protection and related themes
  10. Undertake field trips to provide training to community structures, community leaders and other stakeholders involved in the implementation of WFP activities on protection including protection against sexual exploitation and abuse.
  11. Contribute to reporting on activities related to the integration of protection and accountability to the Protection and Gender Officer;
  12. Depending on availability and in coordination with the Protection and Gender Officer, participate in meetings of the Protection Cluster, the Gender-Based Violence (GBV) sub-cluster, Child Protection and the respective working groups at the Bukavu level;
  13. Participate in weekly country office and area office protection meetings;

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Training:

  • The candidate must have a high school diploma, Bachelor’s degree in social sciences, international affairs, international relations, law, gender studies or other fields relevant to international development/humanitarian assistance.

Desired experience:

  • At least 5 years of relevant professional experience in integrating or addressing protection issues in humanitarian responses in the DRC.
  • Proven experience working with community mobilization and engagement.
  • Experience working with community structures conducting focus group discussions, key informant interviews, awareness raising initiatives and field training.
  • Familiarity with tools for conducting community-level protection risk assessments is an asset.

Knowledge and skills:

  • Motivated to work on integrating protection into WFP operations (nutrition, livelihoods, emergency and school canteens).
  • Team player, willing to take initiative and collaborate with other WFP technical teams and implementing partners.
  • Ability to multitask while working under pressure
  • Ability to maintain and establish professional working relationships with a variety of stakeholders.

Language skills:

  • Proficiency in spoken and written French (Level C)
  • Knowledge of the national language of the workplace.
