Tdh :

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid with Headquarters in Lausanne, Switzerland. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Context :

Terre des hommes (Tdh) has been working in Afghanistan since 1995. In 2022, Tdh provided humanitarian assistance and protection to highly vulnerable children and families who often lack access to basic services in 6 Provinces : Kunar, Laghman, Nangarhar, Herat, Kandahar and Kabul. Nangarhar represents more than 50% of Tdh operations in-country.

In Afghanistan Tdh works focuses on two main components : Mother & Child Health and Child Protection. Since August 2021 and the takeover from the Taliban, Tdh has also integrated a multipurpose cash component to also address the basic needs of the population. Indeed, due to the economic crisis generated this political turmoil, combined to the international sanction and some constant natural disasters, the entire public system has collapsed. Nowadays, the population relies almost exclusively on humanitarian aid to address its basic needs but also to access health or education services.

The United Nations (UN) estimate that 24.4 million people are in need of humanitarian assistance in 2022, a sharp increase from 18 million in 2021. As families struggle to make ends meets, children and women suffer first-hand from the consequences of the deterioration of the broader humanitarian situation. Negative coping mechanisms include reducing expenses seen as non-essential, such as Maternal, New-Born, and Child Health (MNCH) care, and/or engaging children in harmful practices to contribute to the household’s expenses, in particular through child labour for boys and child marriage for girls.

The UN estimates that 1.4 million people are in severe or extreme need in Nangarhar in 2022 in addition to currently hosting 20,000 internally displaced people and 63,000 returnees (Afghani citizen who had previously sought refuge in Pakistan). The Laghman province has a lower population but faces similar issues.

This position is new within the Delegation and the candidate will have to work closely with the Head of Delegation and the SMT to build the position and structure the Operations Department in order to define a clear and consistent RACI as well as a functional organisational structure. The delegation’s team is a mix of junior and senior staffs, some of them having been present at coordination level for a long time. This is a strong asset for Tdh presence, network, and knowledge of the context. The Program Coordinator will need to both ensure continuity of the ways of working but also bring new approaches and more formal, structured processes. This will require strong strategic vision, coordination and management skills as well as very enthusiastic, easy-going and rigorous mindset.

Responsibilities :

  • Under the supervision of the Head of Delegation, he/she ensures the roll-out of the program strategy at the national level, and as such he/she ensures the impact of Terre des Hommes operations in country.
  • He/She is in charge of developing and consolidating the programs.
  • He/She contributes to securing the required resources (financial and human) in the delegation with the support services involved.
  • He/She contributes to steering the program by implementing and following up indicators, through a sound MEAL system in place.
  • He/She develops and fosters innovation within the MCD.
  • He/She supports the implementation of quality control for the projects.
  • He/She ensures the implementation of knowledge management process and foster knowledge sharing among the staff.
  • He/She is in charge of running and developing the operational strategic partnerships in the Delegation.
  • He/She is responsible for and accountable to beneficiaries, collaborators and donors.
  • In collaboration with the SMT, He/She ensures that teams and partners have received the security policies and the general code of conduct and comply with them at all times.

Profile :

Education

Master’s degree in management, social science, international development, humanitarian assistance and/or other relevant field.

Experience

  • Minimum 6 years of progressively responsible experience in program management, design developing and leading integrated and complex program portfolios – preferably experience in Afghanistan or similar context.
  • Proven experience in both humanitarian and/or conflict affected countries settings.
  • At least 4 years’ experience in people management with proven leadership experience in managing multi-disciplinary teams of diverse cultural backgrounds, fostering a positive working environment, and manage issues sensitively and diplomatically.
  • Experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in donor reporting, accountability, and compliance.
  • Experience in drafting strategies and programatic frameworks.
  • Strong capacity building, facilitation, and presentation skills with the ability to develop strong interpersonal relationships to facilitate communication and support partner and staff.
  • Proven experience in effectively coordinating with National Governments, International and National NGO partners, UN and coordinating with donors.
  • Strong understanding of localization agenda as well as partnership approaches and tools in strengthening programmatic and organisational capacities of civil society organisations.
  • Keen understanding of the complexities in the Afghanistan context.

Languages

Full professional proficiency in English is mandatory; Dari and/or Pashto is an asset; French a plus.

IT know-how

Full proficiency with Microsoft Office Environment.

Knowledge of KOBO or other data collection, survey tools.

Salary :

Expatriate contract under Swiss regulations between CHF 5’000.- and CHF 5’500.- Gross /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
