Program Coordinator

GENERAL OBJECTIVES:

Under the supervision of the Gaza Head of Base and in close collaboration with the Deputy Country Director, the Program Coordinator will provide the technical oversight to support the design, development and implementation of the organization’s emergency response and potentially early recovery programming in Gaza Strip at a later stage. (S)he will be expected to support program design and implementation, manage program teams inside Gaza Strip and deliver training in line with global best practices and standards. (S)he will contribute actively to ensuring donor compliance and efficient donor relations, in particular related to projects under her/his supervision. In coordination with the Head of Base, CD/DCD, (s)he may represent Action Against Hunger (AAH) to donors, authorities and in Clusters and relevant Working Groups, as relevant.

KEY ACTIVITIES

Objective 1: Lead implementation of Emergency Interventions

AAH is expecting to receive a multimillion and multisectoral grant, to be implemented in different locations in opt Once the grant is secured, the Program Coordinator is expected to perform the following tasks:

  • Ensure the project is implemented in line with donor proposals and requirements and in accordance with Action Against Hunger country and international standards.
  • Initiate and oversee needs and technical assessments and analysis. Develop operational plans for beneficiaries´ selection in collaboration with program and MEAL teams.
  • Develop workplans and ensure implementation in line with agreed timelines. Ensure a systematic follow-up of each project component.
  • Contribute with quality inputs in accurate reporting, according to AAH and donors’ guidelines.
  • Work closely with support departments, program teams and partners, oversee all logistical and financial aspects of program implementation, including budget development and follow up and procurement plans.
  • Support the selection of geographical areas/DES and other shelters and target groups.
  • Conduct regular field visits to the project sites, ensure spot check of the activities conducted, and provide the needed technical support.
  • Support the Heads of Project under his/her management and the Advocacy Coordinator to ensure the project experiences are capitalized and systematized through Advocacy and Communication campaigns.
  • Ensure cross-cutting issues (gender, protection, conflict sensitivity) are mainstreamed in health actions in coordination and consultation with other technical departments.
  • Promote intersectoral coordination between WASH, Health & Nutrition and FSL programming and strategies, encouraging coherence and complementarity between the different components of the project.
  • Coordinate with the Finance department to follow the overall budget execution of the contract according to the agreements established with the donor and between partners, if any.
  • Set up technical working groups or specific committees to address any relevant point or need for harmonization.
  • Monitor implementation risks and action points needed to address or mitigate them; propose coordination on common challenges between partners as relevant (e.g. entrance of material into the Gaza Strip)
  • Line manages teams, whose size, seniority and composition may vary (Heads of project, project MEAL team, daily labor).
  • Coordinate within AAH with department that can support greater quality and impact of the program (Advocacy, Technical Advisors in mission and HQ etc.).

Objective 2: Support program compliance

Whether in the frame of a specific project assigned to them or supporting the DCD/Compliance Manager upon request, the Program Coordinator is expected to perform the following task:

  • Ensure the supporting documents are prepared and reviewed as per the request of external and internal auditors.
  • Establish and ensure implementation of an efficient archiving system (physical and digital), in line with AAH procedures and donor regulations.
  • Follow up on any missing/non eligible documents with the relevant department.
  • Organize the external auditors work on site (in AAH offices)
  • Follow up and ensure that audits and spot-checks findings and any donor’s recommendations are solved to avoid them in future audits.
  • Provide key compliance updates per donor contract to all relevant team members.
  • To take an active role in project’s Kick-off meeting and present a summary of donor guidelines related to the project and brief the team on any updates.

Objective 3: Donor relations and external representation

Whether in the frame of a specific project assigned to them or supporting the DCD/Grants Manager upon request, the Program Coordinator is expected to perform the following tasks:

  • In coordination and in support to the CD/DCD, act as the liaison between AAH and donors to address specific comments and requests regarding documentation, reporting and compliance.
  • Prepare and deliver presentations related to project progress, achievements, lessons learned, challenges and expenditure.
  • In coordination and in support to the CD/DCD, represent AAH programming at a technical level before donors.
  • Develop and maintain relationships with key stakeholders at a technical or operational level, including donors, authorities and UN agencies.
  • Contribute to advocacy efforts in project-related matters.
  • Liaise with technical and support departments in HQ, to ensure quality standards are met in all aspects of project cycle management.

Objective 4: Reporting and documentation

  • As required, compile or contribute to the writing of needs assessment and project reports.
  • Compile and disseminate data, reports, briefings, etc. relevant to AAH emergency preparedness and response activities in a timely manner.
  • Contribute to the design and development of program briefing materials, and provide timely, quality inputs to information requests from AAH HQ management and donors.
  • Contribute, as requested by the HoB and DCD to the compiling and writing of periodic situation reports.

CANDIDATE DESCRIPTION:

  • Degree and/or master’s degree in Humanitarian, Development or Management fields.
  • Solid project cycle management knowledge.
  • Proved experience in grants management and donors’ relationship. Technical knowledge in implementing programs in one or more of AAH core sectors (WASH, FSL, NUT, Shelter/NFI).
  • Excellent knowledge of budgeting, donor reporting, interagency coordination. Previous experience and knowledge of USAID/BHA is highly desirable and considered a strong asset.
  • Previous experience in the humanitarian field as coordinator or program manager (at least 4 years).
  • Experience in managing multimillion and multi-sectorial projects is required.
  • Good experience in working with local and international partners, in implementing emergency interventions and capacity building for staff and partners.
  • At least 2 years of managing teams, whose size, composition and seniority may vary. Additional experience in early recovery or development projects is desirable.
  • At least 5 years of experience in humanitarian settings. Previous experience or solid knowledge of Gaza context is desirable.
  • Desirable. Knowledge of key AAH sectors (WASH, FSL, Health and Nutrition) will be appreciated.
  • Fluency in English both written and verbal. Arabic (preferable but not required).
  • Windows, Microsoft Office (Excel, Word, Power Point, SharePoint, Teams, Outlook).
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

  • Contract Length: 12 months with possibility of extension.
  • Based: Based in Gaza (70%) with frequent trips to Jerusalem or Cairo (30%), subject to visa requirements. Otherwise, 30% of remote work is expected.
  • A compensation package estimated at 60,476 EUR gross/year consisting of:
  • Salary: 40676 € gross/year divided in 12 payments.
  • Difficult allowance: 4,800 EUR per year (Once the person is inside Gaza and not fixed. This plus is reviewable throughout the contract based on the applicable risk analysis.
  • Benefits package * estimated at 15,000 euros / year paid directly by the organization that includes:
  • Life, accident, health and repatriation insurance for the expatriate.

  • Housing or similar accommodation.
  • Help with transfer or change of mission (depending on the duration of the contract).
  • Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).

  • 25 days of paid vacation per year.
