Responsibilities:
*Provide strategic insight and context requirements to improve the management of Solid waste and to promote 3R in the engagement sites in Male, Hulhumale and Baa Atoll.
*Identify and plan strategic actions for 3R/SWM and marine debris reduction in support of national plans with the CCBO team.
*Liaise with stakeholders in facilitating, implementing and managing the workplan with the coordination of the CCBO technical Leads
*Coordinate and derive the lessons learned from the grant projects and other researches together with the MEL Specialist and advocate for addressing the gaps with the relevant stakeholders.
*Liaise with Maldives relevant Ministries, Councils, WAMCO, HDC to facilitate discussions for reduction of plastic and effective management of waste including policy advancement in the engagement sites.
*Develop SBC plans in CCBO engagement sites based on localized research and facilitate implementation of same.
*Support the development and/or strengthening of long-range SWMPs in engagement sites
*Conduct researches, assessments and baselines together with CCBO team to determine engagement sites’ specific SWM challenges;
*Knowledge sharing with stakeholders and advocate for addressing gaps.
*Support CCBO team in analyzing national level SWM laws, policies, and enforcement mechanisms and identify current gaps in local (engagement site) compliance and enforcement practices.
*Collaborate with CCBO team to conduct Cost of Service Analysis Framework to assess the cost of expanding and improving service delivery.
*Work with CCBO team in developing and customizing the 3R/SWM Funding Options Analysis for the relevant institutions.
*Organize trainings and capacity development programs to strengthen the 3R/SWM systems and safety and security of staff.
*Explore opportunities with private sector and match opportunities to work in collaboration to improve the waste management situation in the engagement sites.
*Engage with youth and women’s organizations to improve livelihood challenges
*Work in collaboration with CCBO team to determine the required consultancies and manage the consultants.
*Advocate for the further development of consistent recycling markets for plastics and other materials, while working with plastics producers to encourage alternatives;
Qualifications:
*Minimum University degree in relevant field such as international development, public administration, social science, etc.; a Master’s degree in relevant field is preferred.
*At least 5 years’ experience in similar role preferably for international development and USAID
*Experience in developing and implementing solid waste and 3R strategies with international development programs, non-governmental organizations, or the private sector;
*Comfortable being self-directed and working independently and/or as part of a team;
*Experience implementing project and action plans related to solid waste and 3R’s;
*Advanced proficiency in speaking and writing in English and Dhivehi.
*Ability to work under pressure and meet tight deadlines
Must be comfortable working in a fast-paced work environment, with occasional meetings to accommodate differing time zones.
