Job description
The Program Coordinator ensures the coordination of TGH’s programs in Iraq, both in the Kurdistan region and in GoI governorates. TGH’s programming in Iraq relates to Child Protection, Food Security and Livelihood and the Program Coordinator ensures the quality of all interventions.
He/she works under the direct supervision of the Country Director, and directly supervises 3 to 5 Project Managers, a Grants and Reporting Officer and a Protection Technical Advisor. He/she has functional links with Project Managers based in Ninewa as well as with Technical Advisors at HQ. He/she works in direct collaboration with support Coordinators, including the Field Coordinator for Ninewa.
The main responsibilities include:
A- Supervising the on-going projects and their implementations in the field in accordance with TGH’s general strategy as well as the one defined for Iraq programs
B- Proactively contributing to the strategic programming and to the constant adaptation of the operational strategy to the evolutions of humanitarian context
C– Actively monitoring funding opportunities and coordinating proposals writing in line with donors’ guidelines, national response plans and sectorial guidelines
D- Ensuring project monitoring and evaluation, internal reporting and capitalization
E- Ensuring the relevance, integration and quality of interventions, in accordance with TGH’s best practices and with national and regional standards
F- Ensuring external reporting and coordination
G- Managing project management teams
Main Tasks
A – Program supervision and support
· Supervise project implementation and coordination in close co-operation with Project Managers, and conduct regular field visits;
· Provide technical and methodological support on project launching, implementation and follow-up to the project team through the supervision of the Protection Technical Advisor, and in collaboration with TGH HQ Technical Advisors;
· Work in close collaboration with the different support departments (administration, finance, logistic, etc.);
· Supervises and contributes to donor reporting, in accordance with deadlines;
B – Strategic programming
· Supervise the Grants and Reporting Officer in the collection and analyze of information about the humanitarian situation in TGH’s areas of intervention and elsewhere Iraq;**
· Propose and organizes needs assessment and scoping missions;
· Propose strategies and methodologies of intervention that would match with the Iraqi context;
· Participate in the identification of new intervention areas and sectors;
· Proactively participate in the design of TGH Iraq’s operational strategy (annual process);
C – Program Development
· Monitor and identify funding opportunities available in country, in line with the mission strategy with Grants and Reporting Officer;
· In direct link with the Country Director, contribute to securing donor funding for the development of new interventions.
· Contribute to the writing of proposals, in collaboration with the Country Director, Field Coordinator, Grants and Reporting Officer, Support Coordination team and HQ.
D – Program monitoring
· In collaboration with the Project Managers and Technical Advisors, contribute to the design of monitoring tools and processes and ensures their relevance with each intervention areas and sector requirements;
· Control the achievement of programs’ expected results through regular visits to project sites;
· Ensure that analyzing and capitalizing of project data is done;
· Compile and analyzes internal monthly reporting tools (MFU, BFU).
E – Program relevance and quality
· Ensure the quality of project implementation, in coherence with TGH’s strategy and donor requirements;
· Organize monitoring assessments to verify project quality;
· Provide guidance on the adaptation of project implementation as relevant;
· Support project managers in their negotiation with local authorities and organizations to ensure the sustainability and relevance of TGH projects within the national policies;
· Capitalize lessons learnt, methodologies and tools.
F – External coordination
· Maintain and develop TGH’s good working relationship and visibility with local authorities, donors, UN agencies and NGOs;
· Supervise and participate in TGH’s representation in external coordination meetings (clusters, technical working groups, etc.);
· Ensure proactive coordination with NGOs present in Iraq;
· Develops adequate partnerships with international and local organizations or public services (upon validation of the CD).
· Contribute to maintaining and developing current and future partnerships with international and national NGOs as well as with local authorities and technical departments.
G – Team Management
· Participate in the recruitment and line-manage Project Managers and other team members as required.
· Adapt tasks and responsibilities allocation within the Program team to accommodate program requirements or specific situations (including proposing changes to the organigram for further discussion with the Country Director, the Field Coordinator and the Support coordination team).
· Identify capacity-building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the Program Team and partners.
Profile required
Educational background and experiences
· Generalist educational background: master’s degree in humanitarian field, project management, politics
· Technical knowledge about Protection (particularly child protection), Education and/or Agricultural development is an asset
· Minimum 4 years in the management of emergency humanitarian programs
· Experience in emergency and post-emergency contexts

Presentation of TGH
“Actor in a sustainable and shared solidarity”
Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.
Presentation of the mission and project
After operating in the Iraqi Kurdistan Region and Baghdad between 1995 and 2006, TGH is operating in the country again in 2013, in response to the influx of Syrian refugees.
In response to the increasing protection needs, TGH provides a comprehensive set of child protection activities: social accompaniment, psychosocial support for vulnerable children and their families, parenting sessions, etc. At the same time, TGH is committed to building the capacity of local actors involved in child protection (training/coaching of social workers, training of trainers, etc.), in line with the strategy of localization of aid and sustainability of action. Finally, TGH provides skills training to youth to strengthen their livelihoods, resilience and employability. This includes access to digital and entrepreneurial skills development sessions, work-based learning opportunities, and scholarships to launch their businesses.
In addition, TGH implements programs to strengthen the Food Security and Livelihoods of populations affected by the destruction of fields and production factors in agricultural areas, as well as by the measures taken in response to the Covid-19 crisis. TGH contributes to the rehabilitation of infrastructure necessary for local agricultural activities, access to production factors and inputs, and the improvement of the health and growth of livestock. These actions are part of a dynamic of reconstruction and revival of agricultural economic activity, in order to support the return of the population, their autonomy and the stabilization of the impacted areas.
TGH have its main office in Erbil and sub-offices in Mosul, Sinjar, Rabeea, Dohuk, and Sulaymaniyah. A new office will be opened in Tikrit during the first half of 2022.
Ongoing interventions
• TGH is implementing a 3-year food security and livelihood project (2019-2021) in consortium with two partners in Hamdaniyah district. This project is currently working with farmers, exploring value chains, supporting animal health programs and microfinance (through an implementing partner). The project is renewed with similar objectives for 3 new years (2022-2024). This project is financed by AFD.
• In the Kurdistan Region of Iraq, TGH has been involved since 2017 in an institutional support program aimed at strengthening the capacities of the Ministry of Labor and Social Affairs of KRI and the 3 Directorates of Social Affairs of the governorates of Erbil, Dohuk and Sulaymaniyah. Since 2019, this project has expanded to Nineveh and central and southern Federal Iraq. In partnership with UNHCR.
• In Ninewa, TGH is implementing child protection activities to support returnees affected by the recent camp closures. This project is funded by the Iraqi Humanitarian Fund.
• Since August 2020, TGH has been implementing a project in the Sinjar region with the support of the French MoFA (CDCS) aimed at improving the livelihoods of vulnerable rural and peri-urban families by strengthening food security and stimulating income-generating agricultural activities income
• Funded by UNICEF, a project supports the young people of Dihok in their job search and supports their social inclusion.
