Program Coordinator – North-East Syria (National) At Geneva Call

Mission

In situations of armed conflict, Geneva Call, as a neutral, impartial and independent international humanitarian organization, endeavors to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection. Appel de Genève/Geneva Call is a private, not-for-profit, humanitarian organization foundation under Swiss law, founded in 1998.

Role

To ensure program design, implementation, and reporting in Syria. This includes planning, engagement with partners, key stakeholders, and management of program officers and assistants in the field.

Main activities

Programme Management & Coordination

  • Design adapted program strategy at country level for ANSA’s and Communities engagement as per GC guidelines;
  • Implement GC programme in the country to ensure GC’s operational objectives and country strategy are well implemented in-country;
  • Map and develop access strategy for relevant ANSAs and local authorities;
  • Engage directly or with local partners civil governance bodies, NGO affairs offices, camp management authorities, and directorates;
  • Lead program implementation, engagement with relevant actors, and ensure program activities run according to the workplan;
  • Manage program staff and report program activities on regular basis internally and externally if needed;
  • Ensure effective flow of information and communication with partners and stakeholders and update the Head of Program (HoP) on the latest developments;
  • Organize regular meetings with the team to strengthen effective coordination and collaboration and promote teambuilding;
  • Regularly conduct field missions and monitor activities to achieve desired program results in line with organizational requirements;
  • Manage safe-keeping of information and data, including the filing of program documents and materials;
  • Analyze conflict and humanitarian situations on regular basis;
  • Assist management team in engaging senior officials, military officers, relevant government officials, and other key stakeholders;
  • Engage local and international organizations regularly and consolidate friends of IHL Network.

Human Resource Management

  • Line manage programme staff according to Geneva Call’s policies and procedures;
  • Assist in the recruitment and selection processes (including coaching and evaluation) of staff.

Planning, Monitoring & Reporting

  • Ensure appropriate design, implementation, monitoring, review, and evaluation of the program operations, in line with Geneva Call Syria mission programmatic guidelines with a focus on planning and results;
  • Ensure monitoring tools are in place, implemented, and reported on a regular basis;
  • Prepare regular monitoring reports and support MEAL officer in conducting internal programme evaluations and audits;
  • Support programme and partner staff in the implementation of MEAL system.

Security

  • Monitor the security situation vis-à-vis the program, and prepare risk assessments and mitigation measures;
  • Produce regular security updates about the program area;
  • Ensure program staff is following Geneva Call safety and security procedures.

External Relations:

  • Participate in relevant program coordination mechanisms (clusters & working groups) and develop a network;
  • Lead program engagement with local civil authorities and camp management authorities under the guidance of the Head of Programs and Country Director;
  • Participate when relevant to events and workshops around ANSA engagement and Protection work.

Program Budget Monitoring:

  • Ensuring that program expenditures are in line with the budgets;
  • Ensure program procurement & logistics are run in line with budget and in coordination with the support coordinator.

Compliance

  • Ensure compliance of the project.

Main qualifications

Education and experience

  • A graduate degree or equivalent experience in international relations/another humanitarian field.
  • Proven experience in protection work in conflict and crisis-affected countries.
  • Experience in Program Management Cycle.
  • At least 5 years of relevant experience in a humanitarian organization working in conflict areas in the protection field and engagement with armed actors (ANSAs, other armed actors) including in managing teams of at least 5 people.
  • Proven track record of fieldwork experience with INGOs in conflict and crisis-affected countries and emergency contexts.
  • Knowledge of Syria and/or MENA region is strongly desirable.

Technical skills

  • Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
  • Excellent dispute resolution, facilitation and team-building skills.
  • Substantial knowledge of international development systems, institutions, and donors, and of procedures, accountability frameworks, and best practices.
  • Ability to work under pressure and in conflict-affected settings, and to handle numerous tasks simultaneously.
  • Understanding of International Humanitarian Law is an asset.

Languages

  • English (C1-C2).
  • Arabic (C1-C2).

Personal skills

  • Demonstrated ability to thrive in a matrix management environment. Developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Strong communications skills (both written and verbal) at a level appropriate for high-level external representation and ability to tailor communications to different audiences.
  • Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders.
  • Entrepreneurial mindset.
  • Willingness and ability to travel at short notice.
