Project Overview: The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers under the newly introduced Pacific Australia Labour Mobility (PALM) scheme which combines the existing Pacific Labour Scheme (PLS) and Seasonal Worker Programme (SWP).

Role Overview:

The Program Coordinator will support and lead across operational responsibilities, including administrative and logistical support to the Pacific Labour Facility program (PLF) and its staff.

  • Support PLF regarding day-to-day operational support to the program in relation to travel (international/domestic), general logistics, procurement of services and materials, asset management and office management.
  • Undertake line management responsibilities for operational staff as required.
  • Liaise with PLF Finance team to coordinate operational support to their weekly/monthly tasks as required (may include preparation of purchase orders, payment approvals forms, expense claims and credit card requisitions.
  • Support the Operations Manager with whole of program compliance with DFAT policies including Fraud Management, Safeguarding, Risk Management and Value for Money principles.
  • Provide orientation support to visitors (including DFAT counterparts and delegations from the Pacific).
  • Support the communications team with program events and organising events in the PLF office as well as high-level external country visits. Liaise with a range of stakeholders (including Australian and partner government officials) to coordinate travel, accommodation and other logistics for these events.
  • Support program procurement to be compliant with Commonwealth Procurement Rules and Palladium policies, including obtaining competitive quotations, preparing procurement records and documents, and maintaining asset registers.
  • Provide administrative and secretarial support to program team, including/ arranging meetings, trainings, and events.

Requirements:

  • At least five years’ experience in logistics and administration, especially in support function of large scale of organization
  • Proven track record in office management systems and procedures
  • Able to use technology effectively to support the operations of a large program or organisation
  • High level proficiency in Word, Excel, PowerPoint, and web browsers
  • Good interpersonal skills, including in a cross-cultural context
  • Ability to work to deadlines, and to balance competing priorities.

The Program Officer position is classified at A2 under the DFAT Aid Adviser Remuneration Framework (ARF). The

successful candidate will be offered an initial contract to 30 June 2023.
