General context of the project

The Central African Republic (CAR) is experiencing recurrent conflict, political exploitation, and extreme poverty. The third most fragile and violent country in Africa (Global Peace Index, 2020), it has high levels of poverty (the World Bank, 2020, estimates that 70% of the population lives below the international poverty line of USD 1.90/day).

According to the HNO report published in January 2024, 2.8 million people, or 46% of the Central African population, will be extremely vulnerable in 2024, to the point that humanitarian assistance alone is not enough for their well-being. One in five Central Africans is either internally displaced or a refugee, mainly in neighboring countries (OCHA, 2024). About 2.5 million people (41 percent of the population analyzed) are facing high levels of acute food insecurity (IPC Phase 3 or higher) between April 2024 and August 2024, including nearly 521,000 people in Phase 4 (Emergency) (IPC, 2023).

Security is still volatile across the country.

General objective of the position

Support the Head of Mission in developing, defining and managing the mission programme in accordance with INTERSOS strategies, plans and policies.

Lead the development of new concept notes and project proposals in collaboration with the Deputy Regional Director and the senior management team.

Supervise, coordinate and provide quality support to project managers and program managers to develop and implement the program within the mission.

Main responsibilities and tasks

Strategy and representation

Support the Head of Mission and SMT in the development, implementation and evaluation of the mission’s strategy, programme and project quality, in line with INTERSOS national strategy, policies and guidelines. Provide up-to-date information, inputs and recommendations for new and ongoing interventions in the country.

In coordination with the technical referents, the Deputy Regional Director leads the design and development of new potential funding opportunities and new concept notes / project proposals by writing the narrative and contributing to the preparation of the budget, ensuring collaboration with all support departments (HR, Logistics and Security).

Regularly conduct context analyses (socio-economic situation of the country, trends, needs and gaps of donors) in order to identify funding opportunities. Is responsible for the correct study of data collected in the field and the detection of the needs of the population, the study of the context, the translation of strategic macro-objectives into concrete actions and the analysis of the consequences of an INTERSOS intervention, the assessment of risks and constraints and the definition of priorities

In coordination with the Head of Mission, establish and maintain collaborative relationships with relevant donors, project stakeholders, local partners and other organizations working in the region. Establish strategic partnerships with local organizations and stakeholders where possible.

In collaboration with the Head of Mission and technical referents, proactively participate and represent INTERSOS in meetings with relevant donors and stakeholders.

Support the SMT in maintaining productive working relationships within the various coordination forums (clusters, working groups, etc.) at the national level

Implementation, reporting and quality control

Oversee and maintain project work plans and related financial plans with input from program managers and relevant team members. Prepare quality narrative reports reflecting project progress and status in a transparent, timely and professional manner.

In coordination with all other departments, ensure the smooth running of operations and support the implementation of the program

Provide advice and support to project managers and program managers in project management and project cycle, work planning, activities, budget management and all operational and management aspects. Support in planning and monitoring the implementation of activities, budget monitoring and achievement of results

Monitor the progress of each project. Supervise, plan, monitor, evaluate and ensure the quality of work and the achievement of high standards in design, implementation and evaluation

Lead kick-off planning and final review meetings for each project

Ensure the application of INTERSOS procedures and compliance with donor policies, procedures and procurement for reporting and implementation, in collaboration with the Head of Mission and Deputy Regional Director

Contribute to the timely processing of all donor comments on proposals, in liaison with relevant staff and Headquarters.

Collaborate with Finance, Logistics, HR, MEAL, SMT and Security departments in developing new proposals.

Ensure that contractual obligations and reporting deadlines are known and respected by all departments.

Inform relevant staff of identified issues and seek advice from headquarters on potential solutions that would enable donors to comply with legal requirements.

With the support of the Financial Coordinator, oversee the management of budgets in accordance with donor and INTERSOS guidelines, supporting budget and programme revisions as necessary.

Organize regular program meetings

Monitor expenditures through monthly program review meetings and financial expenditure reports prepared by the Finance Department.

Support the Head of Mission and the MEAL department in setting up and implementing the projects’ MEAL plans and activities

Provide oversight and feedback on the monthly Project Assessment Tool (PAT)

Ensure regular updating of IMP project sections

Ensuring quality reporting to donors

Ensure timely submission to headquarters and donors

Human resources management

Responsible for leading, supporting and supervising program managers and project leaders, building their capacity and ensuring regular evaluation through the Internal Review Process (IRP) tools. Providing coaching, identifying training needs and evaluating staff under his/her hierarchical supervision

In collaboration with the HR department and the Head of Mission, support the recruitment of new employees

In collaboration with the HR department, ensure that managers

program/project managers comply with INTERSOS rules and regulations and

adhere to the fundamental charter, values ​​and code of ethics of INTERSOS

Required profile

Education

Advanced university degree in international affairs, development, economics, international politics or other relevant field

Professional experience

Minimum of five years of experience in humanitarian contexts

Professional requirements

  • Ability to manage a large team
  • Strong knowledge of proposal development and financial management
  • Experience working with major grants and international donors
  • Experience in integrated project management desirable
  • Essential computer skills (Word, Excel and Internet)

LANGUAGES

Working language French

Knowledge of English desired

Knowledge of local language (Sango) is an asset
