USAID/Uganda is seeking a qualified candidate to serve under a Resident Hire U.S. Personal Services Contract as Program Cycle Coordinatorresponsible for supporting the Program Office to implement the program cycle.
The Program Cycle Coordinator will support the Program Office to implement the program cycle – including supporting budget functions, developing/facilitating design and procurement plans, results frameworks, scopes of work, monitoring, serving on Technical Evaluation Committees – as well as spearheading and participating in Monitoring, Evaluation and Learning (MEL) functions. S/he will possess in-depth knowledge of U.S. Government policies and foreign assistance programming to support a variety of Mission needs. S/he may assist with activity monitoring in the field, take on special projects, and provide in-depth analysis of issues and trends on an as-needed basis, expanding USAID Uganda’s ability to effectively manage its portfolio.
The Specialist reports to the Supervisory Program Officer or designate.
EDUCATION
A University degree in International Development, International Relations, Economics, Public Administration or other similar field. Master’s degree is preferred.
PRIOR WORK EXPERIENCE
Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Examples of qualifying specialized experience include:
- Formulating and implementing policy and guidance on strategic planning, activity planning, and monitoring and evaluation.
- Providing high level guidance and support on the linkages between the budget, foreign policy, operational needs, program implementation and performance.
- Leading technical activities related to Monitoring, Evaluating, and Learning that support the establishment, and/or implementation of international development objectives.
- Engaging and building relationships with a wide variety of stakeholders, including interagency partners, bilateral donors, host government partners and implementing partners.
- Extensive knowledge of USAID policy, systems, processes and regulations, including comprehensive knowledge of USAID program planning and budgeting.
