Caritas Switzerland is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. The country programme in Bolivia 2021 – 2025 will strengthen and amplify the engagement in the thematic fields of climate change and income. It contributes to the Caritas Switzerland Venezuela Crisis Programme by implementing projects in the thematic area of Migration. Caritas Switzerland has a country office in La Paz with 4 international and national staff members.
Caritas Switzerland in Bolivia takes on an integrated approach to the management of natural resources. The Country Strategy seeks to secure natural resources through sensitization and sustainable watershed management and it will continue improving access to drinking water for rural households. Disaster risk reduction and strengthening resilience of communities and local government agencies also form an integral part of the strategy. Caritas Switzerland in Bolivia focuses on increasing of income for youth and population in precarious conditions, victims of violence, and smallholders, by improving access to vocational training, advisory services, and start-up funding for economic initiatives. Capacities of partners will be enhanced to create functional service networks with certified vocational training centres, connected with the private sector to obtain trainee and job opportunities for their graduates. Cooperation with job placement centres and private companies will be strengthened likewise. Especially vulnerable parts of the population need comprehensive support to increase their employability and income. Accompanying measures for social integration, psychological and legal support are therefore crucial. The organisation is committed to provide emergency aid in case of disasters.
Caritas Switzerland is registered as an NGO in Bolivia and participates in various platforms. Most projects are implemented through partner organizations and some as part of a consortium. The financial goal for Caritas Switzerland in Bolivia is the continuous growth of programs. To achieve this, Caritas Switzerland intensifies cooperation in consortia, alliances and networks thereby increasing opportunities for the acquisition of mandates and bilateral or multilateral contributions.
Your duties
1. Fundraising
1.1 External relationships
- Periodically update the map of donors, international and local NGOs, other partners and stakeholders
- Contribute where necessary to reporting to national and local authorities as required by the Caritas Switzerland registration in the country
1.2 Contribution to the development of proposals
- Contribute where necessary to the development of fundraising documents (Expression of Interest/Concept Notes/Proposals) in accordance with the Caritas Switzerland country strategy in Bolivia and donor requirements
- Liaise with all parties involved (Caritas Switzerland and partners) to ensure proposals are relevant and technically sound
- Incorporate learning from previous interventions (e.g., lessons learned and best practices) into new proposals
1.3 Contracting
- Help address all donor comments on proposals in a timely manner in coordination with relevant staff in country and finance
2. Grant management
2.1 Contract monitoring
- Communication with donors
- Support the coordination of the Partner Risk Assessment process for new partners
- Support the project manager in communicating contractual obligations, particularly regarding reporting deadlines
- When problems are identified in meeting deliverables on time and on budget, inform relevant country staff of possible solutions that would meet donor standards
2.2 Reports
- Design and update a monitoring system for Caritas Switzerland in Bolivia
- Write and review quality narrative reports that reflect the progress and status of projects in a transparent, timely and professional manner, in collaboration with country staff
- Work closely with the project manager to incorporate monitoring data (including data on inputs, processes, outputs, results and impact indicators, lessons learned and best practices) into reports
- Liaise with each partner’s teams when preparing reports, especially with finance to ensure greater consistency between financial and narrative reporting
2.3 Partner support
- Support in ensuring that partners report to Caritas Switzerland in Bolivia in a timely and qualitative manner according to the requirements of the grant agreement
3. External Communication
- Contribute to the external communication strategy of Caritas Switzerland in Bolivia, regularly feeding the Headquarters Communication Department with informal updates on projects, breaking news, images, articles on project progress and/or specific events for the Caritas Switzerland communication tools
- Communication and publication of project achievements

Our requirements
- Master Level education in a relevant field such as International Relations, Development or Political Science
- Previous related work experience, with knowledge of proposal writing and reporting
- Familiarity with the project cycle management
- Excellent writing and communication skills
- Solid computer skills including MS Office suite
- Fluent oral and written English
- Minimum conversational Spanish, good Spanish skills an advantage
- Ability to work efficiently under pressure and to manage multiple tasks
- Good team spirit and ability to work with diverse profiles
- Interest and willingness to learn
Starting date: 01.12.2022 or by agreement
Contract duration: 31.05.2023
