General objective of the position
Under the hierarchical supervision of the Deputy Country Program Director, he/she will be responsible for leading the development of new initiatives, pre-positioning donors, including the design and drafting of concept notes and project proposals, supervising and monitoring the performance and quality of programs.
Main responsibilities
Objective 1: Contribute to the development of the country financing strategy and its regular updating. 25%
- Updates the mission’s financing strategy in collaboration with the PD.
- Help identify opportunities for strategic growth and portfolio expansion through the development of new initiatives/programs and present them to the SMT.
- Supports the development and updating of country strategies by leading the development and integration of program data analysis, ensuring that the Mali mission is guided by an evidence-based strategy.
- Updates the mission donor mapping document in collaboration with the PD and the Deputy Program.
- Actively contributes to the research and identification of new potential funding for the mission.
- Establishes a database on donor financing procedures and mechanisms.
- Participates in the identification of strategic partnerships (consortium, research structures, universities, etc.) for the implementation of the strategic program
- Is responsible for the development of partnerships within the framework of project development.
Objective 2: Lead the development of concept notes and project proposals and assist in the development and interim and final reports for the various donors. 40%
- Identifies and tracks financing opportunities in line with ACF’s mandate and strategy in Mali, using intelligence gathering, partner relationships with the aim of contributing to the country’s financing strategy;
- Supports the mission to formulate major programmatic visions in the different intervention areas of the country in accordance with the 2021-2025 program strategy (regional Appeal).
- Coordinates, in collaboration with the technical coordinators and the program director, the development of program approaches (PBA).
- Coordinates, in collaboration with the various technical coordinators, the development of concept notes, project proposals, and intermediate and final reports for the various donors.
- Leads regular exchange sessions with the Deputy Country Director for Programs and supports Heads of Departments and base heads to identify and prepare future funding opportunities;
- Leads the proposal development process to ensure that proposals and concept notes are developed in a timely manner and with realistic deadlines and are well communicated and understood by teams.
- Responsible for sending project documentation to donors, while ensuring compliance with donor formats and standards, set deadlines, Action Against Hunger quality standards, and ensuring final product quality .
- Supports teams in the integration of cross-cutting themes (gender, climate and environment and the conflict-sensitive approach) in the CN/Propals.
Objective 3: Representation and coordination. 15%
- Assists the Country Director/Program Deputy in the regular dissemination of relevant information to the mission’s donors (briefing, external reports, newsletters, operational updates).
- Assists upon request of the Country Director/Deputy for the organization, reception and support of donor missions.
- Represents ACF at the request of the Country Director in external coordination and donor meetings.
- Contributes to sharing best practices with other NGOs working in Mali.
- Participate in international and regional meetings of the organization, as necessary.
- Represents Action Against Hunger in maintaining relationships with major donors and partner organizations in terms of new initiatives and grant reporting.
- Participates in international and regional meetings around program performance and quality, program quality strategies and initiatives; minimum gender standards, minimum inclusion standards, nexus, location etc…
Objective 4: Contract management. 15%
- Identifies contractual risks linked to the implementation of contracts: Shares information with the Deputy CD program and headquarters to find joint solutions and inform donors.
- Proposes to the Deputy Program and program managers possible contract modifications (cost/time) or project reformulations to present to donors.
- Coordinates the response to various requests for additional information from donors for proposals.
- Supports the Deputy CD programs in systematizing the launch of new contracts.
Objective 5: Information management and Capacity building. 5%
- Support the Deputy Grant coordinator in training teams on donor standards.
- Support the Deputy Grant coordinator to strengthen the knowledge of the Coordination team in mastering financing procedures (procedures, donor guidelines).
Do you match the profile we are looking for?
Training:
A master’s level degree in international relations, social sciences, development studies or a related technical discipline relevant to ACF programs is strongly preferred; a bachelor’s degree in a relevant discipline combined with substantial professional and international experience will be considered
Specific technical knowledge:
Good knowledge of financing instruments and directives from donors such as BHA, EU, GAC, GIZ, ECHO, FCDO, USAID, etc.
Experience (years):
Experience in defining program strategies, formulating macro grants.
At least 5 years of experience developing successful proposals. Experience with USAID (BHA) and EU, ECHO solicitations is required; relevant and substantial experience in developing proposals for other multilateral or bilateral donors is strongly desired;
Knowledge of the humanitarian sector: Minimum professional experience of 3 years in the cooperation or humanitarian aid sector.
Knowledge of the organization : An asset
Languages : Excellent level of spoken and written French. Excellent level of spoken and written English. è preferably bilingual)
Information systems: Pack Office
Mobility (national/international): YES depending on security conditions in the country.
Our remuneration package
We are proposing an upcoming incorporation into a dynamic organization of international scope including the following contractual conditions:
- Fixed-term international employment contract of 12 months, renewable.
- Position Based in Bamako, Mali.
- Salary according to contribution level V3 between €49,000 and €60,000 gross per year based on the candidate’s experience and responsibilities (it includes per diem and living expenses).
- Accommodation supported by the organization.
- Coverage of return transport costs home – mission – home of the expatriate;
- A one-week break every 3 months with transport costs covered at a ceiling of €886 to the reference area and an extra of €215;
- Coverage of the plane ticket for the annual leave of the expatriate and their companions (once a year);
- 28 working days of vacation per year.
- Expatriate health insurance.
