I. Job Summary:

Cox’s Bazar district is now host to over 860,000 refugees, mainly living in a sprawling refugee camp. CARE was one of the first agencies to respond, and now has an active portfolio across the sectors of site management; site development; water, sanitation and hygiene; sexual and reproductive health; nutrition, gender-based violence prevention and response and disaster risk reduction. Recognizing the needs in the refugee host community, around a quarter of our portfolio responds to the needs of Bangladeshi populations living in the vicinity of the refugees. Donors are primarily bilateral and UN, alongside trusts, foundations and private donors. The program has evolved from immediate response, to medium-term and nexus, and now is back to short-term relief in the context of COVID-19.

An experienced Program Development Coordinator is needed to coordinate funding applications, report on our projects, ensure a strong link with donors, gather funding intelligence and coordinate program communications and representation. The Program Development Coordinator will report to the Deputy Country Director – Humanitarian Response, Cox’s Bazar and collaborate closely with CARE Bangladesh’s program and support teams as well as CARE Member Partner (CMP) technical teams, fundraising teams, policy and advocacy and communications colleagues. S/he will map, develop, coordinate and maintain CARE’s relationships and partnerships with key donor representatives at country level. This is a great opportunity to work in one of CARE’s largest, most established and dynamic response programs, and an opportunity to contribute to a major emergency response.

The incumbent will draw from a combination of excellent innovation, creative thinking, problem solving, representation, communication and presentation skills, a strong and varied program background and an ability to quickly grasp and communicate CARE’s program work. This position builds lasting networks and strategic alliances within CARE CMPs, regions and country office The incumbent needs to be a “self-starter” who thinks strategically, acts diplomatically, can achieve valuable results with a high degree of autonomy, and has the capacity to provide leadership and vision.

This is a 12-month assignment (renewable), depending on candidate’s availability and budget. Post holder will be based in Cox’s Bazar with regular trips to the refugee camps and to Dhaka.

Key deliverables:

  • All funding submissions are coordinated in inclusive way, and completed in a timely and high quality fashion
  • Track live opportunities, and provide internal monthly updates of the latest funding opportunities
  • Follow CARE procedure to assess risk and ensure that projects are strategic for CARE Bangladesh
  • High quality donor reports submitted on time.
  • Donor communications are dealt with swiftly, and all agreed donors/embassies receive regular updates from CARE.
  • Resource Mobilization Strategy maintained and used to guide donor engagement.
  • Communications pieces coordinated with regular pieces emerging from the response to represent the program.
  • Collate, edit and finalize information to be shared across the CARE network, including formal updates and ad hoc requests.
  • Represent the response program internally within CARE Bangladesh, across CARE and in consortia with other agencies.
  • Throughout work, build team capacity to improve efficiency of proposal development, donor negotiation and grant & contract management.

II. Responsibilities and Tasks: % of Time

**

Responsibility # 1: Proposal Development 40%

**

· Coordinate the development of high quality funding applications/proposals. This includes assembling bid development teams, establishing time-frames, organize and integrate technical inputs, write and edit to ensure the timely submission of competitive concept notes and proposals.

· Ensure proposals are in line with donor requirements as well as CARE’s strategic priorities, sector and government guidance and regulations, and reflects good practice with regard to gender, participation, DRR integration, localization etc

· Take an adaptive approach to ensure appropriate level of effort according to the specific opportunity and requirements.

· Donors to include institutional, private and CMP funding sources.

· Will involve effective collaboration with response leadership, sector teams, monitoring, evaluation, accountability and learning (MEAL), finance team and others as needed. Work closely with CMPs as required.

· Carry out risk analysis for opportunities, ensuring CARE processes are followed including for partnership engagement and go/no go analysis

· Track opportunities and share regularly, such as through monthly donor updates and other ad hoc requests

· Given need for speed and quality, the post holder will have to often carry out the bulk of writing.

· Follow CARE’s policy for proposal submissions including securing sign off

· Provide ongoing coaching and training to key relevant refugee response staff on proposal development, donor grant requirements, contractual obligations etc in order to improve efficiency and team capacity to handle proposal development and grant management independently in future.

Responsibility # 2: Grant Management 30%

**

· Ensure the submission of quality donor reports according to the agreed time-frames on the contract.

· This will include the reflection of donor and CARE quality and strategic priorities such as gender and learning approaches.

· Reporting will require effective collaboration with program teams, MEAL, finance (in Cox’s Bazar and Dhaka) and other teams as required. Resolve quality issues through discussions and sharing drafts.

· Given need for speed and quality, the post holder will frequently have to carry out heavy editing and some writing.

· Support MEAL initiatives related to program management, such as reviewing assessment and evaluation terms of reference.

· Participate actively in grant opening, reflection and closing meetings.

· Follow CARE’s policy for report submissions including securing sign off.

· Facilitate the contracting process, including signing of agreements with the donor or CMP as relevant. This involves close coordination with CARE’s Dhaka office.

· Provide capacity building support to sector teams (including program and MEAL) to write quality reports and ensure consistency across projects at all times and maintaining donor compliance issues.

Responsibility # 3: Resource mobilization 15%

**

· Maintain oversight of CARE’s fundraising targets and wins, and potential donors/new opportunities. Use tools such as the Resource Mobilization Strategy, engaging relevant colleagues.

· Responsible for nurturing and maintaining CARE’s relationships with representatives from current and potential donors inside and outside the country. This includes providing information, responding to queries, making requests/adjustments, organizing visits. Includes collaborating with CMPs where this relationship is not held directly.

· Pro-actively engage on a strategic basis with institutional, private, foundations donors at a country/outside country level to facilitate technical program exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding. Collaborates with the Deputy Country Director as required on this.

· Work closely with leadership in Cox’s Bazar and Dhaka to keep colleagues informed of donor communications. Includes participation in portfolio coordination meetings.

Responsibility # 4: Program communications and representation 15%

**

· Plan, coordinate and review communications pieces for internal and external use. Involves active collaboration with communications, program, MEAL and leadership team.

· Communications to be timed and presented in a way that reflects project milestones, global moments, donor and CARE priorities and principles (including the maintenance of dignity and anonymity). Communications pieces to have strategic value.

· Collate and share photos, case studies and video content. Facilitate social media contributions.

· Use program information to generate CARE updates internal to CARE.

· Provide ad hoc information to colleagues, especially CARE Member Partners.

· Represent the response program, CARE Bangladesh and CARE at external events including consortium meetings, donor presentations and sector meetings as appropriate.

· Sit on the senior management team and provide insights to improve the program quality and operations.

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

V. Qualification:

· 7 to 8 years’ extensive experience of working on donor funding applications, and sound knowledge of various major donor styles and requirements.

· Master’s degree in Business Administration, Social Sciences, International Development or equivalent combination of education and relevant work experience.

· Relevant experience within International NGO, Donor and more specifically in Emergency Contexts

· Knowledge of humanitarian donors is a great advantage.

· Experience of working under pressure (and remaining calm!), and with large multi-disciplinary teams is preferred.

· Solid understanding of the competitive bids process and recruitment function.

· Strong interest and motivation to work in the refugee response.

· Excellent interpersonal and staff management skills. An effective and collaborative team player.

· Ability to think strategically.

· Ability to collaborate with a variety of people (team player)

· Ability to make decisions.
