Salary: 75K to 80K per annum

ABOUT THE ROLE
The Program Development Manager provides oversight to business development processes within the Action Against Hunger Operations Department with a strong focus on Global Affairs Canada development programming. The role is responsible for: coordinating the design of concept notes, proposals and budgets jointly with department heads and project managers; identifying and articulating new business development opportunities for institutional and private donors; supporting the launch phase of new development projects; and supporting the development of a pipeline for new project concepts across our humanitarian and development programmatic areas.
JOB RESPONSIBILITIES
Proposal and Budget Development
§ Coordinate internal design processes with and across teams for concept notes, proposals and budgets for submission to international donor agencies according to opportunities identified.
§ Provide guidance and direct support to country teams for the conceptualization and design of Global Affairs Canada development projects.
§ Ensure business processes are in place to ensure quality proposal development in compliance with donor requirements and Action Against Hunger Canada’s Policies, Procedures and Practices. As a key member of the proposal development team, conduct desk reviews to inform proposal strategy, such as Go/No-go decisions, problem analysis, partnering and staffing decisions.
§ Support Project and Finance Managers to ensure that budgets are prepared according to donor and organizational quality expectations.
§ Ensure all relevant business development tracking tools and guidelines are kept up to date and develop new tools according to needs identified.
Resource Mobilization
§ Identify and analyze global funding opportunities relevant to Action Against Hunger Canada’s programming and scope potential partnerships to complement and strengthen the portfolio.
§ Cultivate new donors with project teams in order to secure new and diversified funding for international projects.
§ Coordinate market studies and/or donor mapping to ensure a strong fundraising pipeline for programmes.
§ Gather relevant and timely intelligence information necessary for grant acquisition and share with relevant departments.
§ Build staff capacity for successful grant acquisition and management.
Project Management and Coordination
§ Provide guidance and overall coordination support to Action Against Hunger country offices for the preparation of Project Implementation Plans during the launch phase of a project.
§ Support Project Managers and country teams for project planning and reporting exercises.
§ Support Project Managers in the initial phases of establishing monitoring frameworks for the projects and ensuring donor requirements are respected.
Representation and Coordination
§ Proactively develop and manage relevant relationships and communications with Global Affairs Canada and other donor agencies based on the portfolio of work assigned.
§ Coordinate with Action Against Hunger network for relevant business development and project implementation processes.
General
§ Attend planning sessions, team meetings and annual performance reviews as required.
§ Pro-active exchange and collaboration with Action Against Hunger Canada team members and the International Network.
§ Ensure an ongoing process of personal professional development and learning.
QUALIFICATIONS AND EXPERIENCE
§ Master’s degree in a relevant discipline in a field related to social sciences, development or public health and/or equivalent experience gained.
§ Minimum of 5 years working with an international organization in a business development or project management position.
§ Demonstrable business development skills, including concept, proposal and budget development, partnership brokering and donor intelligence.
§ Strong working knowledge of French or Spanish language.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
§ Field-level experience of working in emergency and/or development settings and a solid understanding of humanitarian principles and current global sectorial issues.
§ Direct experience in the management of institutional donor funding agreements and the application of compliance rules.
§ Experience in developing projects for and/or managing projects funded by Global Affairs Canada and understanding of GAC rules and expectations for development programming.
§ Experience in developing and maintaining relationships with institutional donor agency representatives.
§ Experience in the development and management of Monitoring and Evaluation frameworks.
§ Experience in the representation of international organizations within multi-stakeholder coordination mechanisms.
§ Demonstrated understanding of the creation of an enabling environment for gender equality and prevention of sexual exploitation and abuse in the workplace and in programming.
§ Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy and tact.
§ Ability to work independently and under tight deadlines, and to multi-task.
§ Patience, positive attitude and strong interpersonal and coordination skills.
§ Strong organizational and planning skills.
§ Excellent knowledge of MS Office Applications.
DESIRABLE
§ Previous experience in a similar position.
§ Knowledge and/or direct experience in gender equality or health and nutrition-related programming.
§ Experience in the development of communication tools and materials relating to international development programming.
