General Description of the Organization:

IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT’s main areas of intervention are capacity building, research, peacebuilding, and diaspora engagement.

Background:

The USG-funded Syrian Civil Society Program aims to support the development and strengthening of civil society organizations in Syria, particularly those working seeking to protect civic space, promote social cohesion, and advance local authority accountability. The program will support the capacity-building of these organizations and provide technical assistance to enable them to effectively engage in advocacy and service provision.

Job purpose:

The Program Development Officer (PDO) will be responsible for supporting the program team in the development and implementation of program activities, and will be focal points for subgrantees, from the stage of negotiations with pre-selected partners, preparing funding announcements, selection and finalizing of proposals, preparing funding contracts, collecting narrative and financial reports and follow up throughout the implementation and final reporting

Duties, objectives, and competencies:

  1. Contribute to the design and development of program activities, ensuring they are relevant, feasible, and aligned with program objectives.
  2. Work closely with local partners to identify capacity-building needs and develop training and technical assistance programs to meet those needs.
  3. Conduct research and analysis to inform program design and development, including assessments of the political, social, and economic context in which the program operates.
  4. Support the development and implementation of communication and outreach strategies to raise awareness of program activities and achievements and promote stakeholder engagement.
  5. Provide technical assistance to local partners in the areas of advocacy, service provision, and organizational development.
  6. Collaborate with the monitoring and evaluation team to ensure the effective tracking and reporting of program progress and results.
  7. Coordinate closely with other members of the program team to ensure the effective and efficient implementation of program activities.
  8. Preparing the open and closed calls for grants, collecting responses and filtering them for final approval.
  9. Leading the negotiations with potential subgrantees on the proposal narrative and budget.
  10. Preparing Grants contract and coordinating with the compliance officers.
  11. Weekly Follow up on grants implementation with the CSO focal point.
  12. Supervising field Program Development Officers and managing visit schedule.
  13. Approving periodic reports (weekly, monthly) and final reports.
  14. Coordinating with the capacity building coordinator and consultants on delivered training and reporting on progress.
  15. Submitting vetting information to the vetting portal.
  16. Preparing period (weekly/monthly) reports to grants manager and NEA/START teams.
  17. Attending meetings with the project team and NEA/START upon request to update on the development of grants and new partnerships.

Requirements:

  • Bachelor’s degree in international development, political science, or a related field.
  • Minimum of five years of experience in program development, preferably in conflict-affected environments.
  • Strong analytical and research skills, with a demonstrated ability to develop and implement effective programs.
  • Experience in capacity-building, technical assistance, and working with civil society organizations.
  • Excellent communication and interpersonal skills, with a demonstrated ability to build effective relationships with diverse stakeholders.
  • Fluency in English is required, and proficiency in Arabic is strongly preferred.
