Program Director – Honduras

Background

The American Bar Association’s Rule of Law Initiative (ABA ROLI) was created in 1990 as a public service project of the ABA to promote the rule of law around the world and has implemented legal reform programs in more than 100 countries. Together with partners such as judges, prosecutors, lawyers, bar associations, law schools, court administrators, legislatures, justice ministries and social organizations, ABA ROLI designs programs that respond to local needs and prioritize sustainable solutions for the pressing challenges of the rule of law.

Program Director – Honduras

ABA ROLI is seeking a Program Director to lead the financial, administrative and programmatic management of a potential ABA ROLI program in Honduras with the objective of reducing impunity, crime and corruption by strengthening the criminal justice system.

The Program Director reports directly to the LAC Regional Director based at ABA ROLI headquarters in Washington, DC

Responsibilities:

  • Develops, implements, evaluates and improves program priorities and ensures that these programs are in line with ABA ROLI’s overall mission, vision and values ​​and that they respond to local needs (Honduras)
  • Works in collaboration with donors, embassies and private foundations;
  • Hire and manage program staff, consultants, and short-term and long-term advisors, as needed
  • Responsable de garantizar el cumplimiento de las políticas, prácticas, procedimientos y normas de ABA y de los donantes. Es responsable de la observancia y el cumplimiento de la Ley de Prácticas Corruptas en el Extranjero de los Estados Unidos (FCPA)

  • Se mantiene al corriente del entorno operativo, político y legal en Honduras e informa a la Dirección sobre los acontecimientos que puedan tener un impacto positivo/negativo en las operaciones;
  • Asesora y forma al personal en la ejecución estratégica de los programas, la gestión general de los mismos, el seguimiento y la evaluación, así como la elaboración de informes;
  • Garantiza la asignación eficaz de los fondos a todos los objetivos y componentes aprobados para optimizar la consecución de los objetivos. El o la directora/a del Programa asumirá la dirección, la formación, el asesoramiento, el desarrollo y, en su caso, aplicará la disciplina a los empleados asignados;
  • Crea y recomienda las necesidades presupuestarias de funcionamiento y de capital para Honduras, gestiona y es responsable del cumplimiento del presupuesto finalmente aprobado sin afectar al servicio o al programa;
  • Diseña, desarrolla, implementa y gestiona las plataformas virtuales, redes sociales y aulas virtuales de ABA ROLI Honduras;

Calificaciones básicas

  • Licenciatura de una universidad acreditada
  • Al menos 10-15 años de experiencia en la gestión de una operación internacional y el desarrollo de programas internacionales
  • Al menos 5 años de experiencia relevante trabajando en el campo del fortalecimiento del sector de la justicia, la prevención de atrocidades y/o los derechos humanos
  • Un título de Máster en Derecho de una universidad acreditada o su equivalente en el extranjero
  • Un título de Doctor en Derecho de una facultad de derecho acreditada por la ABA o un equivalente extranjero
  • Excelentes conocimientos de inglés, ya que todos los informes, la formación y los formularios están en inglés
  • Experiencia con los programas de Microsoft Office
  • Disponibilidad para viajar al extranjero para asistir a la formación o para ayudar en la coordinación del programa
  • Experiencia en la gestión de programas financiados por el Gobierno de los Estados Unidos
  • Experiencia de trabajo en un entorno profesional con personas de diversos orígenes culturales
  • Comprensión del marco jurídico internacional que rige los derechos humanos/la prevención de atrocidades
  • Fuerte compromiso con los principios del Estado de Derecho.

Calificaciones preferidas

  • Experiencia probada de trabajo en Honduras
  • Experiencia previa en investigación legal y análisis jurídico para diversos grupos de audiencia, desde actores clave de alto nivel hasta actores de base de la sociedad civil;
  • Familiaridad con temas relacionados con violaciones de los derechos humanos
  • Familiaridad con los instrumentos legales relevantes en América Latina y el Caribe.

Program Director for Programming in Honduras

ABA ROLI is seeking a Program Director that will lead the financial, administrative, and programmatic management of a potential ABA ROLI program in Honduras aiming to reduce impunity, criminality and corruption by strengthening the criminal justice system.

The Program Director reports directly to the LAC Regional Director based in ABA ROLI’s headquarters in Washington, D.C.

Responsibilities:

  • Develops, implements, evaluates and improves program priorities and ensures that these programs are in line with ABA ROLI’s mission, vision and general values ​​and that they respond to local needs (Honduras)
  • Works in collaboration with donors, embassies, and private foundations;
  • Recruits and manages program staff, consultants, and short- and long-term consultants, as needed
  • Responsible for ensuring compliance with ABA’s and donors’ policies, practices, procedures and standards. Responsible for the observance and compliance with the US Foreign Corrupt Practices Act (FCPA)
  • Has financial responsibility for the Honduras office (acts as the person who approves all expenses and serves as a signatory for bank accounts) and is responsible for financial controls;
  • Keeps abreast of the operational, political, and legal environment in Honduras and informs Management about developments that may have a positive/negative impact on operations;
  • Advises and trains staff on strategic program implementation, general program management, monitoring and evaluation, as well as reporting;
  • Ensures the effective allocation of funds to all approved goals and components to optimize the achievement of objectives. The Program Director will assume the direction, training, advice, development and, where appropriate, will apply discipline to assigned employees;
  • Creates and recommends the operating and capital budget requirements for Honduras, manages and is responsible for complying with the budget ultimately approved without affecting the service or the program;
  • Designs, develops, implements and manages ABA ROLI Honduras virtual platforms, social networks, and virtual classrooms;

Basic qualifications

  • Bachelor’s degree from an accredited college or university
  • At least 10-15 years of experience in managing an international operation and development of international programs
  • At least 5 years of relevant experience working in the field of justice sector strengthening, atrocities prevention and/or human rights
  • A Master of Laws degree from an accredited college or university or foreign equivalent
  • A Juris Doctor degree from an ABA-accredited law school or foreign equivalent
  • Excellent English language skills, as all reports, training, and forms are in English
  • Experience with Microsoft Office Softwares
  • Willingness to travel abroad to attend training or to assist with program coordination
  • Experience in managing programs funded by the United States Government
  • Work experience in a professional environment with people from diverse cultural backgrounds
  • Understanding of the international legal framework governing human rights/atrocities prevention
  • Strong commitment to rule of law principles.

Preferred qualifications

  • Proven experience working in Honduras
  • Previous experience with legal research and legal analysis for various groups of audience, from high-level key stakeholders to grassroots, civil society actors;
  • Familiarity on issues regarding human rights violations
  • Familiarity with relevant legal instruments in Latin America and the Caribbean.
