Job description
Still I Rise, an international NGO, works towards development and the realization of humanitarian projects aiming at providing education and support to refugee children and youth, is looking for a Program Manager to join Still I Rise team to lead the roll-out of an innovative, childhood educational program in Aden, Yemen. The Program Manager will be responsible for the leading in the implementation of the program, including recruit, train and coordinate local staff, manage government & relationships at the national level representing the Organisation, supervise the all operational activities towards future development of the program. The successful candidate will be an energetic, highly organized, excellent communicator, and skilled in community entry protocols and mobilization.
KEY RESPONSIBILITIES
Program Management, Assurance & Control
- In close collaboration with the Operations Manager, lead the planning, monitoring, and implementation of the Yemen program’s planning process, set up and rollout
- Ensure monitoring through regular meetings, check ins (field visits when required) and other appropriate tools, identify existing challenges and potential risks
- Oversee program’s procurement and processes as required based on program implementation’s needs
- Perform rigorous training needs assessment, develop and organize capacity development training for programs’ core team, ensuring programs’ risk and needs assessment implementation are conducted to the highest operational standards
- Monitor programs’ implementation against work plans and overall project objectives, documenting progress and achievements
- Identify gaps and manage systems and navigate process improvement areas to enhance the efficiency of inter-departmental work
- Ensure the confidentiality and integrity of the information being accessed and report any suspected information security violation and/or breach to the concerned department
- Develop, implement, promote, and supervise compliance with school safety and security protocols
- Identify areas for improvement, anticipate risks and coordinate with the Programs Director to ensure the program’s implementation of processes by assigning responsibilities, setting milestones, and keeping track of goals and deliverables
- Prepare weekly progress reports to be shared with the Programs Director, ensure timely submissions of work plans and other deliverables required by donors and/or relevant remote departments
- Work closely with all remote departments to ensure well-coordinated, streamlined, and professional communication and support towards the achievement of organizational goals
Financial Management:
- Ensure efficient regular management of budget as well as close monitoring of spending, and relay prompt feedback on potential over/underspend
- Work in collaboration with the Finance Department, drafting monthly and quarterly expenditure forecasts/spending plan in compliance with designated requirements
- Review and raise appropriate Purchase Requests (PRs)
KEY KPIs for Aden’s Program and Operations:
- Support the Programs Management coordinating external agencies (law firm, accountant) to ensure legal compliance in the following areas:
1. Lease agreement or Title Deed for the Property
2. Obtention of all necessary authorizations from the relevant public authorities,
3. Construction contract for renovations of the property (where applicable),
4. All other procurement activities
- Operating Still I Rise’s bank account as required
- Act as primary point of contact for the set up of the program in Yemen (Recruitment, Logistics and Procurement; Financial; Legal representation of SIR Yemen; liaising with relevant stakeholders and ensuring compliance with local laws and regulations)
ESSENTIAL SKILLS & REQUIREMENTS
- Right to legally work in Yemen
- Demonstrated experience (5+ years) of working in operations and project management, including budgetary, financial and operational oversight
- Previous experience and familiarity within the humanitarian sector
- Demonstrated understanding of procurement, logistics & supply chain processes
- Experience in leadership roles, management and coordination of teams
- Strong time management and organizational skills
- Experience of working through community participation and/or approaches.
- Good IT skills including use of MS Office
- Legal right to work as a resident in Yemen
- Full working proficiency both written and verbal in English and Arabic languages (C1-C2)
DESIRED SKILLS:
- Knowledge and familiarity with the Education and International Baccalaureate system is an advantage
