PROJECT DESCRIPTION:

VENGOAL is seeking applications for the position of Program Manager for a project focused on providing technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant HIV prevention, care, and treatment services to key and vulnerable populations in selected geographic areas.

JOB DESCRIPTION

The Program Manager provides programmatic support and overall management oversight to project operations. This person must understand the country context, technical design, day-to-day implementation and results of the program and be able to provide feedback on these at any time.

He/she is in regular contact with the Project Director (PD), and such staff as he/she may direct.

PRIMARY RESPONSIBILITIES/FUNCTIONS

  • Lead the development and coordination of strategic and annual work plans, including country visits, mobilizing technical, program, monitoring, evaluation, research and learning and financial staff and guiding their contributions.
  • Oversee program implementation and completion of deliverables against approved work plans.
  • Work collaboratively with finance staff and PD to prepare project budgets, review and monitor spending, and submit regular reports to the donor
  • Coordinate/compile inputs to quarterly and annual narrative reports, as well as other relevant technical reports.
  • Prepare and facilitate country program reviews requested by donor.
  • Support the recruitment process for project staff.
  • Identify key knowledge gaps and needs, and coordinate strengthening actions accordingly.
  • Ensure that key issues, innovations and lessons learned from the project are documented, shared and included in future work plans.
  • Proactively solve problems as they arise, including those arising with program implementation, human resources, management, finance, grants and partner coordination, etc.

MINIMUM REQUIRED PROFILE:

Professional Studies /Education:

  • Relevant third level certification

Professional experience:

  • Minimum 5 years of experience in international aid
  • Experience working with international donors

Knowledge/skills:

  • Demonstrated written, presentation, communication and organizational skills in English and Spanish.
  • Demonstrated project management skills and experience.
  • Excellent communication skills
  • Ability to work in a team environment
  • Ability to work under pressure

The position will be based in the VENGOAL HQ Office. This is a national position.
