POSITION SUMMARY:

The Programs Manager will support Project HOPE’s local Programs team in Venezuela, playing a key role in maintaining a strategic vision for the Country Program as well as constructive relationships both inside and outside the organization while ensuring overall program quality and impact. The S/he reports to the Executive Director OR, Deputy Country Director as assigned.

The Programs Manager for Venezuela will actively support the Executive Director OR, Deputy Country Director in defining strategic frameworks and their adoption through to implementation.

The Programs Manager will:

  • Manage and maintain a cohesive strategic vision for Projects, Programs and Regional teams and the broader country program that aligns with Project HOPE’s regional strategy.
  • Supervise and manage the Health, WASH and Protection teams taking into account and working with all technical subject-matter experts and advisors
  • Support the strengthening of MEAL, program and operations’ strategies and their successful roll-out.
  • Establish and strengthen productive relationships with relevant organizations and networks, technical experts, government, and partner agencies as required.

PRINCIPAL RESPONSIBILITIES:

  • Manage in-country program teams, ensuring that priorities and opportunities identified are in line with and contribute to achievement of Project HOPE objectives for the Americas region.
  • Ensure that Project HOPE’s program portfolio and implementation plan is up-to-date and that the Programs team is on track to meet programmatic objectives.
  • Provide guidance to program implementation teams regarding tools and strategies to ensure that programs take into account input from communities, a thorough understanding of the operational context, and the application of technical best practices.
  • Work with the country and LAC Regional team to identify funding opportunities and develop competitive, responsive proposals that meet internal standards.
  • Provide leadership support to the in-country grants and projects team and collaborate closely with the Finance Team to develop evidenced based and cost-effective funding applications as necessary.
  • Collaborate with the Operations Director to ensure supply chain management systems are functional, fulfill programmatic requirements.
  • Remain attune to funding trends in the country and provide regular updates on these trends and analyses to the Executive Director and Senior Management team.
  • Provide technical guidance for programs across Health, WASH and Protection sectors, including mobilization and stewardship of resources, program quality and accountability, and technical
    performance management.
  • Support country technical program management, coordination, and strategy meetings with other members of the senior management team.
  • In close coordination with the Executive Director and Steering Committee offer guidance for organizational partnerships that add value to Project HOPE technical competencies and programmatic requirements across all outcome areas and actors including Local Organizations and partners.
  • Develop, adapt and implement appropriate monitoring and evaluation systems in close collaboration with the M&E unit to demonstrate program effectiveness and quality.
  • Work with the Program, Operations and Finance teams to ensure programs are technically strong and adhere to international best practices, compliance to donor rules and regulations, including advise on budget inputs towards this goal and overall grant spending to achieve program goals, including procurement, use and distribution of supplies and resources
  • Work closely with team members to promote strong teamwork and providing oversight and technical guidance to enable staff to perform in their roles.
  • Promote and monitor staff care and well-being adhering to Project HOPE Duty of Care policies. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Work with the Steering Committee and Senior Management team to ensure that the Program teams are actively engaged in program decision-making processes.
  • Lead the preparation of reports and ensure the timeliness and accuracy of the information provided, as well as ensure the confidentiality of sensitive information.
  • Contribute to building a positive image and overall credibility of the organization, especially through the application of the organization’s Code of Conduct, ethics, respect to internal and external stakeholders.
  • Work with the highest level of integrity.
  • Participate in the selection processes for vacancies in his/her area, as well as in processes in related areas by reviewing applicants for the position, pre-selecting profiles and participating in technical interviews in order to ensure the selection of the right people for the organization.
  • Work communicative and cooperative manner with the regional team, as well as with the HQ.
  • Ensure all other processes and functions inherent to their position or additional requirements are met.

MINIMUM QUALIFICATIONS:

  • Graduate degree in a relevant field.
  • At least 8 years of progressively responsible professional experience managing complex humanitarian programming. Previous experience in an emergency or conflict-afflicted setting is required.
  • Strong familiarity with Project HOPE core programming areas, including Health, WASH and Protection.
  • Demonstrated successful leadership experience managing a multidisciplinary/multicultural teams.
  • Excellent coordination and negotiation skills are critical, both for internal coordination and
    for working with key stakeholders.
  • Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies.
  • Proven record of accomplishment of leading multi-location teams.
  • Extensive experience providing oversight for a program portfolio consisting of a variety of complex, high-value donor-funded projects.
  • Extensive representation and fundraising success in the LAC region, including prior experience establishing relationships with international donors.
  • Capacity to cope with ambiguity and stressful work environments.
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
  • Proficiency in Microsoft Office applications.

Fluency of Spanish and English in reading/writing/speaking (Level IV) is required:

  • Able to use the language fluently and accurately on all levels normally pertinent to professional needs to:
    speak effortlessly and smoothly,
  • perform extensive, sophisticated language tasks, including tasks which do not bear directly on a professional specialty, read “beyond the lines”,
  • read and understand the intent of writers’ use of nuance and subtlety,
  • discern relationships among sophisticated written materials in the context of broad experience,
  • follow unpredictable turns of thought readily in editorial texts in any subject area directed to the general reader,
  • recognize all professionally relevant vocabulary known to the educated non-professional native, although may have some difficulty with slang,
  • read reasonably legible handwriting without difficulty.
