ORGANIZATION DESCRIPTION

Since the 1970’s the University of Maryland, Baltimore (UMB) has been engaged in critical global health initiatives around the world. In September 2009, the Maryland Global Initiatives Corporation (MGIC) was formed as a nonprofit affiliate of UMB to help support the implementation of UMB international programs. UMB through MGIC, currently has offices in Botswana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, and Zambia. MGIC’s administrative operations support the research and clinical programs of the School of Medicine, Institute of Human Virology (IHV) and Center for International Health, Education & Biosecurity (Ciheb) and other UMB entities.

MGIC Kenya is working in partnership with CIHEB Kenya to support the Government of Kenya in expanding HIV service capacity and surveillance through a host of initiatives funded under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

POSITION DESCRIPTION

The Program Manager in liaison with the Country Director will lead program operations including overseeing the development and smooth implementation of the programs’ work plans and budgets, realignment of the budgets to accommodate programmatic changes and ensuring compliance to the donor and organization’s policies.

Duties and Responsibilities

· Effective project implementation and monitoring including supporting the technical teams to develop and implement work plans, managing the completion of project deliverables and planning and ensuring execution of key project meetings and activities

· Ensure project activities and program strategies are well thought through, realigned and supported by the budget and utilized under each objective for the realization of performance objectives

· Prepare a costed work plan and budget and efficiently manage it in accordance with the organizations’ and donor rules and regulations

· Working closely with the Finance and Administration manager to track the budget burn rates, flag discrepancies, advise on timely budget revision and ensure that project resources are aligned and used prudently and effectively to enable delivery of project goals including the development of procurement plans for the grant;

· Work with the country director to develop plans for ongoing monitoring and review of project results and outputs, which will be used to make decisions concerning revisions /adjustments to project strategies

· Support in the preparation of project performance reports and ensure timely submission of the monthly, quarterly and annual reports as per donor requirements

· Support the country director to ensure project results, impact, innovations, and lessons learned are documented and disseminated alongside participation in business development

· Support relationship management with donors and stakeholders for partnership engagement. Building and maintaining relationships and operational partnerships with implementing partners.

· Overseeing staffing needs of the program and involvement in program recruitment processes.

· Other duties as delegated by the country director

QUALIFICATIONS

· Advanced degree in public health

· Demonstrable technical knowledge on project management within the public health sector, involving various agencies and partners, quality improvement and monitoring and evaluation

· At least 5 years’ experience in program management, of which 2-year’s were at at supervisory level

· Experience implementing public health programs with cross-sectorial stakeholders at all levels including MOH as well as collaborate with National and county governments

· Experience working with US government donor agencies and familiarity with USG rules and regulations

· Interpersonal and communication skills, organization and analytical skills and problem solving skills are a requirement
