Program Manager for USAID Enhance Activity At Tetra Tech

The USAID-funded Enhance Activity in Thailand, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for a Program Manager. This position will be located in the main office in Bangkok.

Position Description/Summary:

The Program Manager is responsible for implementing and monitoring of activities in the USAID Enhance Activity’s target areas and leading the process of mainstreaming and implementing innovative citizen-centric local governance through the identification and piloting of interventions focused on policy, local capacity development, systems, and service delivery in local communities and with partner local governments in the Northern and Northeastern regions and the Deep South of Thailand. The Program Manager is also responsible for working with local government partners to identify and create increased opportunities for engagement with citizens regarding local governance issues, with a view to establishing citizen participation and consultations as standard practices, ensuring the inclusion and active participation of youth, women, and minority groups in local governance. The Program Manager reports directly to Senior Program Manager (SPM).

Responsibilities:

* Implement and monitoring of activities in Enhance’s target areas in the Northern and Northeastern regions and the Deep South of Thailand, including capacity building of local governments and nongovernmental partners.

* Support the Senior Program Manager in liaising closely with government counterparts, non-governmental stakeholders, and project partners in identifying program opportunities, and in the design, implementation, and monitoring of subsequent technical activities.

* Encourage constructive dialogue and engagement between local government, think tanks, academic institutions, media, civil society organizations, local communities, and the private sector stakeholders to build capacity and engage citizens in solving local issues.

* Oversee the technical administration of the Grants Program with non-governmental organizations, civil society organizations, and academia, working closely with other staff to define technical needs and with Grants Managers to ensure that grants awarded to grantees are compliant with USAID regulations.

* Contribute to Enhance’s adaptive implementation approach in the development of curriculums, activities, best practice models, etc. by providing insights relevant to the local context.

* Establish and maintain effective office information management systems including files, hardware, software, and technical support.

* Conduct program monitoring and contribute to reporting (e.g., annual report, quarterly report, weekly report, and other correspondences on program implementation.

* Support the deployment of short-term technical assistance as needed.

* Ensure compliance of project operations with USAID, and Tetra Tech Home Office administrative policies and guidelines.

Minimum Qualifications Required:

* Minimum bachelor’s degree in social or political science, development, public administration or related field; advanced degree preferred.

* At least 5 years of experience implementing community engagement, local administration, citizen participation, and/or civil society programming in Thailand.

* Good knowledge of participatory concepts and tools, especially at the local level; experience working with minority and disadvantaged communities, including women, youth, and Persons with Disabilities (PWD).

* Proven success liaising with international development institutions, local administration structures, minority communities, and government bodies.

* Experience implementing USAID or other donor-funded projects in Thailand.

* Experience in managing grants to non-governmental organizations, civil society organizations, academia, etc.

* Demonstrate the ability to communicate clearly and effectively with all levels of staff.

* A working knowledge of data management using Microsoft Word and Excel software programs.

* High degree of adaptability to varied working environments and good interpersonal and teamwork skills.

* Fluency in Thai and advanced English language skills (written & oral).
