The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators and police), civil society organizations, bar associations, legal aid organizations and lawyers, among others. ABA ROLI is hiring a full time Program Manager to manage and implement a US Government funded program in Sudan, focusing on capacity support for lawyers, community leaders and civil society from diverse communities in the area of human rights. ABA ROLI works in partnership with several Sudanese and international organizations on this programs. Terms of Reference The Program Manager will be based in ABA ROLI office in Khartoum and report directly to the ABA ROLI Country Director in Khartoum. S/he will be responsible for implementing a 30- month Religious Freedom project implemented by ABA ROLI and should have the requisite competence to lead on all aspects of the program including program management, implementation, and oversight of ABA ROLI sub-grantees in country. The key responsibilities will include: Management: -Ensure the proper management of the program and delivery of effective and relevant interventions in Sudan; -Organizing/convening meetings, conferences, and training workshops. -Support and participate in program implementation including work plan development, planning and implementation of activities. -Work with finance and administration staff to ensure the effective facilitation of activities including bookings, vendor payments, collecting accountability documents, and compiling activity expense reports. – Delivery of the grant within the project timelines and maintaining overall quality of the program and project outputs; – Ensure compliance with ABA ROLI and donor procedures and policies; – Work with ABA ROLI staff and partner organizations to coordinate all program activities – Serve as the key focal point with ABA ROLI sub-grantees, especially with respect to oversight and support of program implementation, administrative reporting and accounting by sub-grantees; – Ensure timely and accurate project reporting including bi-weekly updates, consolidated monthly or quarterly reports for ABA ROLI on overall program implementation; production of scheduled program reports for ABA ROLI and the donor in line with requirements; – Oversee/manage project expenditures in line with the approved budget and ABA ROLI and donor requirements, working closely with the finance staff in Washington DC and Sudan. – Preparation of project monitoring and evaluation plan and conducting timely monitoring of activities, including regular monitoring visits to the sub-grantee locations for timely oversight, guidance, training and coordination; Networking and outreach – Represent ABA ROLI at meetings with partners or donors, related to the project; – Establish partnerships with civil society organizations and communities, women and youth groups and other stakeholders; – Facilitate dialogue between key national and regional actors on rights and freedoms; – Perform other related duties as requested by the ABA ROLI Country Director Position requirements : – An advanced degree in law, human rights law or any other disciplines related to human rights; – At least 5-7 years of relevant professional experience at management level in human rights; work experience on issues of religious freedom or related rights would be an added advantage. – Experience working with religious or belief communities in different cultural contexts and in conflict-related areas; – Experience with financial program management/oversight; -Sound grasp of the current political and human rights situation in Sudan, specifically,the transition process, specialized institutions/mechanisms established, familiaritywith key political/national issues and knowledge of the Sudan civil society sector; -Strong knowledge of/or experience with the African regional human rightsmechanisms. -Excellent spoken and written English. Proficiency in Arabic will be an added advantage. -Strong research, writing and communication skills; -Excellent interpersonnel skills; -Ability to organize and coordinate activities among several actors/partners; -Works well independently.
