Program Manager I-Grants Manager, EMPOWER WCA At Catholic Relief Services

CRS has submitted an application to USAID’s Bureau of Humanitarian Affairs (BHA) fo
r a two-year humanitarian systems strengthening grant. If awarded, the Empowering Partner Organizations Working on Emergency Responses in West/Central Africa (EMPOWER-WCA) program will support Local Humanitarian Actors (LHA) in five countries (Burkina Faso, Cameroon, Central African Republic, Mali and Niger) with the aim of improving their access to and capacity to serve in leadership positions within humanitarian coordination forums. Under this project, CRS will:

  • Utilize proven capacity strengthening models to build LHA capacity to operationalize policies, systems and structures.
  • Provide small grants to LHAs for leadership positions within the humanitarian forums in country or other costs related to the reduction of key barriers to LHA leadership.
  • Work with leaders within the humanitarian architecture of each country to reduce identified barriers to LHA inclusion within coordination forums.

Note: This is a telecommuting position.
Job Summary:
You will be responsible for the high-quality implementation of administrative elements of the project, proactively managing and mitigating risks within the project to ensure that results are achieved and learning is well documented. This project will be closely linked to other BHA and CRS funded capacity strengthening programs, and on-going learning from this project may be used to enhance humanitarian approaches on a large scale. Your role within this project will contribute to determining how effective, adaptive and innovative CRS’ Emergency Response programming will be.

Knowledge, Skills and Abilities

  • Knowledge of humanitarian codes, principles and practice and experience in their use.
  • Knowledge of design requirements and regulations for USG emergency donors required; knowledge of same for other emergency donors such
    as Caritas, the EU/ECHO and UN agencies a plus.
  • Experience with and enthusiasm for coaching, mentoring and on the job training, particularly using adult learning methods.
  • Excellent oral/written communication and facilitation skills.
  • Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings
  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
  • Proactive, resourceful, solutions-oriented and results-oriented.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Preferred Qualifications

  • Track record of successful management of USAID-funded emergency projects (i.e.,
    BHA,
    FFP, OFDA).
  • Experience in managing partner grants within emergency response and recovery programs
  • Experience working with large and multi-cultural teams.
  • Experience working with and through local humanitarian actors and in building the capacity of local actors to serve in leadership roles, preferably in emergency situations.
  • Experience working in West and/or Central Africa a plus.

Required Languages – Fluent spoken and written French and English required.
Travel – Must be willing and able to travel up to 50% of the time to complex emergency countries.
Supervisory Responsibilities (if none, state none): None
Key Working Relationships:
Internal: EMPOWER-WCA staff; HRD team – including RRF teams, regional focal points and relevant technical advisors; CP programming and operations staff; Glob
al Supply Chain and Finance departments
External: Local humanitarian actors, UN coordination teams, Cluster leads and members, international NGO actors, and host government ministries in targeted countries
Basic Qualifications:

  • Masters’ Degree or equivalent field experience in international development or related field; Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
