About the CRS
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States of America. CRS relief and development work is accomplished through emergency response, HIV control, health, agriculture, education, microfinance and peacebuilding.
CRS has been working in Chad since 1984, with the main office in the capital N’Djamena, and currently covers five provinces of Chad (Lake, Tandjile, Logone Oriental, Sila, and N’Djamena). CRS Chad works closely with the church and other local partners to implement humanitarian and development projects and strengthen the organizational capacity of partner organizations. CRS Chad programmes focus on humanitarian assistance and early recovery, including activities in infrastructure development or rehabilitation, economic revitalization, social cohesion, and, local governance, child’ protection,’education,’eau,’ hygiene and sanitation (EHA),’ emergency assistance, microfinance and capacity building of partners.Currently, CRS works with funds from BMZ/KfW, charities of Latter-day Saints, as well as own funds.
Project Summary
The Stabilization and Reconciliation project in the Lake Chad Region (STaR), funded by BMZ/KfW, is, is a five-year project that aims to support the recovery and build resilience of vulnerable populations affected by the protracted crisis in the Lake Chad basin. Through a multisectoral approach, the STaR project will enable communities and individuals to feel safer and more cohesive, to equitably improve their livelihoods, and to, d’ be more resilient in the face of permanent shocks and stressors, to’ use non-violent and inclusive means to resolve their differences and nurture hope and optimism in the’ future. The project comprises four key products whose implementation varies according to the four countries targeted by the STaR project, namely Chad, Cameroon, etc,nigeria and Niger : (A) Productive and social infrastructure ; (B) Economic revitalization ; (C) Strengthening social cohesion ; and (D) Building local governance capacity.
Post summary :
You will manage, coordinate and monitor all the activities of the economic revitalization component of the STaR project, and the various training courses relating thereto. You will have to actively participate in the development and implementation of project monitoring and evaluation plans, and bring your expertise to the development of indicators for the component in order to advance the work of CRS to serve the poor and vulnerable. Your project management skills and knowledge of infrastructure will enable the country program to provide good quality programs and to work continuously to improve the impact of this project.
You will also provide technical advice and supervise the project manager of’a two-year pilot program as part of’a private funding from CRS aimed at advancing learning about restoration and the protection of land, soil and water for sustainable livelihoods.
Responsibilities of the position :
- Manage and implement all activities of the’Agriculture and Economic Restoration throughout the relevant cycles of the project – project design, start-up, implementation and closure of the – project to enable efficient and effective implementation in line with quality principles and CRS standards, and, donor requirements and best practices. S’sensure that the project team and partner staff use the appropriate systems and tools.
- Effectively manage skills and supervise. Manage the dynamics of the’ team and the well-being of employees. Coaching, strategically adapting individual development plans, contributing to the recruitment process of project staff and managing the performance of directly supervised employees.
- S’ensure that’apprentissage accompanies the activities of the project throughout the cycle of the project. Assist in accountability by coordinating the activities of’evaluation of the project, in accordance with the MEAL policy.Proactively identify problems, report them to guide adjustments to implementation plans and schedules.
- Represent the’organisation to donors, working groups of international NGOs, the United Nations, relevant local partners and relevant actors of local government and the community in the fields of’Agriculture, Means of Subsistence, and the CRS methodology for the’Epargne and Internal Credit Communities (CECI).
- Play the role of lead technical person in project design and’ development of project documents in the respective program area, by filling the gaps and taking responsibility for growth, as needed.
- Initiate and strengthen partnerships corresponding to project objectives with appropriate application of partnership concepts, tools and approaches. Coordinate’ identification of staff capacity needs and technical assistance from partner organizations and capacity building and interventions needed to support the implementation of quality projects.
- Assist in the preparation of’analysis reports on trends and disseminate the results. Study the project documentation to verify that the project file is complete, with all the requested documents and that’il is classified according to the requirements of the’agence and the donors.
- Coordinate and monitor financial and material resources corresponding to project needs. Through planning and supervision, it is possible to ensure the efficient use of project resources.
Basic qualifications
- A required Master’s degree, in international relations or in the fields of agriculture, natural resource management, statistics, economics or management would be a plus.
- Minimum of 2 years of’ professional experience in coordinating or managing slightly to moderately complex projects, preferably in an international NGO.
- Additional experience can replace some of the studies.
***Languages required/wanted :**French required ; english, Kanembou, and Arabic one more.
***Travel required :***Be willing and able to travel up to’ 40% of working time.

- Strong critical thinking skills and creative problem solving with the ability to’have healthy judgments.
- Strong skills in relationship management and the ability to work effectively with culturally diverse groups.
- Good written and oral communication skills and ability to write reports.
- Proactive, resourceful, solution-oriented and results-oriented.
Preferred qualifications :
- Relevant experience in the management of’agriculture and/or microfinance projects, and grants, especially from public donors such as the German government, is a plus.
- The ability to contribute to the development of technical project documents is a plus.
- Experience in working with stakeholders at various levels and in strengthening community partnerships.
- Experience in contributing to’ development of technical project documents.
- Desired skills and experiences in MEAL/SERA.
- Experience in’use of MS Office software (Excel, Word, PowerPoint), online conference applications,’ information management systems.
