Job Summary:

The Program Quality Manager (PQM) will be responsible for ensuring PQ standards and supporting alignment and advancement of our Vision 2030 Agency Strategy. The PMQ will provide support to ensure the development and implementation of Ethiopia Country Program (CP) programming, including its large and complex projects, meets CRS program quality standards. The Program Quality Manager will ensure effective systems and processes are in place and support the CRS project cycle. This includes supporting and providing technical assistance to the CP’s Monitoring, Evaluation, Accountability, and Learning (MEAL) work informing the CP learning initiatives and strategy especially as it relates to Gender, Protection, disability inclusion, and localization. In addition, the PQM will dedicate a partial Level of Effort (LOE) to provide PQ to CRS’ Resilience Food Security Activity (RFSA) in support of specific RFSA deliverables and programmatic priorities. The main focus of RFSA support will include the coordination of and input into the development of extension materials and job aid such as Care Group manuals, and other adult learning aids, to strengthen quality assurance. The Program Quality Manager will also support and at times lead CP business development proposals for smaller opportunities, as a proposal coordinator or writer. The PQ Specialist’s skills and knowledge will ensure that the CP delivers high-quality programming, and deliberate learning, and continuously works towards improving the impact across the CP.

Job Responsibilities:

  • Provide support for all activities throughout relevant project cycles – project design, start-up, implementation, and close-out to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure the project team and partner staff uses the appropriate systems and tools.
  • Champion learning with project staff and partner teams. Lead the development of program learning – identify opportunities for learning, research and publications, and implementation of MEAL practices in coordination with the CP MEAL team.
  • Act as a key resource person in project design and proposal development in program quality standards, gap-filling, and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support the implementation of program quality standards.
  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight, ensure efficient use of project resources.

Travel Required 30% travel to the field offices

Qualifications – External

Education and Experience

  • A Master’s Degree in International Development, International Relations or another related field is required. Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Additional experience may substitute for some education.
  • Project management experience in livelihoods, youth, health, social cohesion, and/or gender-related programming is highly desirable.
  • Experience engaging with partner organizations.
  • Experience contributing to the development of technical proposals.
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems.
