Background:
In partnership and collaboration with Caritas Ukraine and Caritas Spes, CRS is supporting people affected by conflict in Ukraine to live in dignity through the provision of immediate humanitarian assistance including food, transportation, information and emotional support, and shelter through a variety of modalities. Caritas Ukraine and Caritas Spes currently work across 65 locations in Ukraine and engage in significant cross-border cooperation for the movement of human itarian commodities. CRS and a variety of external donors have already committed more than $20M in funding for the emergency response, which will likely continue to grow. As a member of the Caritas Internationalis confederation, CRS works closely with other Caritas agencies including Caritas Germany, Caritas Austria, Caritas Swiss, and Caritas Czech who area already have active programming in Ukraine. CRS is also coordinating extensively with Caritas organizations in neighboring countries including Caritas Poland, Caritas Romania, and Caritas Moldova among others.
Job Summary:
You will manage and provide technical oversight of the development and implementation of CRS’ partnership and capacity strengthening efforts inside Ukraine, ensuring effective systems and processes are in place that support high-quality programming advancing work in serving the poor and vulnerable. Your management skills and knowledge will ensure that CRS’ partner s deliver high-quality programming and continuously work towards improving the impact of its programming.
Roles and Key Responsibilities:
- Provide project-specific guidance and technical oversight of projects funded by CRS to Caritas Ukraine and Caritas Spes throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS and Caritas Internationalis quality principles and standards, donor guidelines, and industry best practices.
- Effectively manage talent and supervise assigned staff inside Ukraine. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
- Oversee the identification of strengthening needs of Caritas Ukraine and Caritas Spes, development of corresponding strategies, and identification of CRS or other qualified staff – particularly other Caritas International Member Organizations – to support technical assistance and accompaniment of partners through the appropriate application of partnership concepts, tools and approaches. Ensure partners uphold quality principles and standards, donor guidelines, and industry best practices.
- Lead the development of partnership and capacity strengthening learning – identify opportunities for learning, research and publications. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
Travel – The position is currently based in Moldova and may include travel inside Ukraine based on need and the security situation. As the emergency response unfolds, there may also be potential to base in Ukraine and travel to locations within the country up to 50%, pending security. Occasional regional and international travel, as needed.
Preferred Qualifications:
- Experience engaging with partner organizations
- Good experience in project grants management, including project design, preferably for grants from multiple public donors, including UN donors and USAID.
- Demonstrated ability to write high quality technical proposals.
- MEAL skills and experience required.
- Staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Basic Qualifications:
- Master’s Degree in International Development, International Relations or in a similar field required. Additional experience may substitute for some education.
- Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of program management,
- Experience in managing moderately complex projects preferably with an international NGO.
