One Acre Fund – TUBURA is an agricultural NGO working in different countries in East Africa to support farmers with small land areas. We offer each of our members a package of services such as local delivery of agricultural inputs on credit and training with the aim of increasing harvests and incomes. Established in Burundi in 2012, we are a fast growing organization, which now has over 1000 employees at the country level.
With season 24B, we serve more than 291,000 farming households spread across 38 communes and 615 hills in the 8 provinces of our area of action namely Gitega, Mwaro, Muramvya, Ngozi, Kayanza, Muyinga, Ruyigi and Karusi. With season 25A which starts in September 2024, we plan to serve more than 350,000 farmers in 800 hills including 100 hill cooperatives. Job Description
The People Operations Manager is responsible for defining and leading the implementation of our long-term tactical people strategy and implementing program-wide systems, processes and tools that ensure effective and efficient operations, while preserving the positive staff experience.
Responsibilities
- Tactical Strategy in Human Operations
- Develop a long-term tactical people strategy with milestones and key performance indicators to be achieved, aligned with overall people management and program strategies.
- Lead the planning of the human resources and corporate operations departments in Burundi,
- Support the Head of the Personnel Division in budget planning.
- Ensure adequate allocation of resources and accountability for the efficient use of resources.
- Assist the Division Manager, Personnel to ensure effective budget management for CRO and HR through timely forecasting, and establish accountability mechanisms to support on-budget project execution.
- Lead talent strategy and planning for the Corporate Operations team and the Human Resources team.
- Support the implementation of key objectives and results and ensure they remain aligned with divisional priorities.
- Write and lead improvements to key results objectives that improve staff wellbeing, in line with HR and global policies.
- Ensure the availability of functional and regularly updated tools/dashboards that provide timely access to people-related data.
- Regularly analyze data and make recommendations to the Head of Personnel Division and Program Management to contribute to policy improvements and support decision-making within the organization.
- Lead the Human Resources and Corporate Operations departments and all their functions, as applicable.
- Lead and deliver robust, evidence-based approaches to performance management and progressive discipline, with particular attention to risk mitigation through in-depth knowledge of employment law.
- Staff experience and culture
- Develop strong relationships with employees and manage complex events or issues that threaten to destabilize the team.
- Support the availability of streamlined HR and corporate operations services through automation and process improvement, and use data to inform further innovations/improvements.
- Invest regularly in team visits to understand their experience and staff needs; use this information to drive initiatives that improve the organization’s culture.
- Support the design of staff projects that encourage them to live and celebrate our culture and values, through corporate operations and human resources initiatives.
- Demonstrate visible progress in diversity, equity and inclusion initiatives launched by the Global Human Resources team and help lead the strategy and implementation of diversity, equity and inclusion activities in countries.
- Improve and support performance management and train department heads in best management practices where appropriate.
- Project management and execution
- Ensure that corporate operations and human resources teams achieve a high level of excellence; ensure that projects have strategies
- clear, critical paths and metrics to measure success; hold the team consistently accountable for results.
- Support the Head of People Division to optimize services and standards across both departments and within the team, drive end-to-end ownership of projects, systems, policies and problem solving.
- Automate service delivery wherever possible, ensuring staff have a positive experience and time is optimized.
- Highlight key service level agreements (SLAs) by service and assign clear ownership.
- Ensure the availability of dashboards that track corporate operations and human resources data, and link key performance indicators to departmental objectives and broader organizational goals.
- Being able to understand all the processes of each department in order to be able to intervene and support in performance management whenever necessary, with great attention to detail
- Team management
- Ensure that all division staff have an up-to-date job description at all times and establish individual bi-annual objectives aligned with their department and program priorities.
- Monitor performance against objectives through weekly check-ins and bi-annual performance reviews, with concrete recommendations on how to improve areas of development.
- Provide direct management of three or more subordinates.

Requirements:
- Have at least 3 years of professional experience preferably leading a human resources team or similar role
- Degree in law, social science or other related field
- Strong skills in planning and executing a wide variety of projects across different teams.
- Language: French, English and Kirundi both spoken and written are required
- Advanced computer skills (email, Internet, Microsoft Word, Excel and PowerPoint)
- Strong written and oral communication skills and ability to deliver dynamic presentations.
- Managing relationships with staff and management at all levels.
- Change Management: Ability to lead change management and continuous improvement initiatives.
- Entrepreneurial and innovative spirit, able to spot opportunities and rally everyone to action.
- Demonstrate self-awareness, empathy and a people-centered approach.
- Highly cooperative, able to work independently and manage diverse priorities.
- Good knowledge of Human Resources systems, budget support tools and disciplinary case management
