PROJECT SUMMARY
The “Preventing Atrocities and Connecting Communities Along the CAR-Sudan Border” (PACC) project expands IC’s work in Sudan and establishes cross-border connections to help stabilize the border area between the Central African Republic (CAR) and Sudan. In collaboration with local partners in Sudan and CAR, PACC will strengthen Civil Society Organizations (CSOs) in seven communities, four in eastern CAR and three in South Darfur, Sudan. These CSOs will be trained to participate in methods of early prevention and response to atrocities, while building the resilience of their respective communities through mental health and psychosocial support, income-generating activities, and advocacy training. In addition, nine additional CSOs created under a previous project will build on the training they have previously received by participating independently in the project and continuing efforts to raise awareness and mitigate risks.
POSITION
The Sudan Program Manager, based in Khartoum, is responsible for project compliance and performance from the field level in Sudan. The position will directly or indirectly manage all PACC staff and subawards in Sudan and will provide high-level oversight and quality assurance to programmatic and operational activities, including those pertaining to security. This position will support the local Sudanese partner in program implementation withing three border communities between CAR and Sudan’s Darfur region. This person will provide technical and contextual advice for IC program expansion in the Darfur border area, will represent IC at meetings with USG and prospect donor organizations in Khartoum, and will support IC in developing concepts and proposals to key donors for peacebuilding efforts in Sudan, particularly to USG and EU donors.
ESSENTIAL FUNCTIONS :
- Provide technical and contextual advice to adapt IC programs to the Darfur border area, including by fostering community and partner buy-in
- With input from the local partner and IC HQ and CAR leadership, organize the planning of activities in accordance with the objectives of the project
- Coordinate and collaborate with the CAR Project Manager, through in-person meetings, calls, and email exchanges, to ensure Sudan activities are in line with Project objectives and activities in CAR
- Support the local partner in developing, monitoring, and managing the budget and operating plan for the project
- Contribute to Monitoring, Evaluation, and Learning (MEL) efforts to assess program strengths and identify areas for improvement
- Manage contextual changes and risks to ensure project goals are achieved
- Engage and manage relationships with key stakeholders to foster trust, collaboration, and transparent regarding project issues and decisions on implementation
- Produce accurate and timely reporting of program activities and performance throughout its lifecycle, including on challenges and success stories
- Ensure capacity-building for partner organizations, and stakeholder buy-in within a participatory approach
- Collaborate with CAR Project Manager and IC staff on the logistics of 2 lessons learned workshops (including cluster workshop in Nyala, Sudan, and one transborder workshop in Bangui, CAR), coordinating the arrival of multiple parties from Darfur communities. Support the creation of content for these lessons learned and facilitate workshop discussions/work group activities
- Ensure continued capacity-building of the project’s partner organization in Nyala
- Support IC’s networking and development efforts in Sudan, utilizing a wide-ranging professional network of seasoned and well-connected contacts to create opportunities for IC operational expansion in the country
- Coordinate expansion opportunities with IC headquarters
- Represent IC at meetings with USG and prospect donor organizations
- Support IC in developing concepts and proposals to key donors for peacebuilding efforts in Sudan, particularly to USG and EU donors
- Provide technical and contextual context to IC’s broader work in Sudan, including conflict and risk analyses and program planning

- Excellent writing skills in English
- English and Arabic (spoken and written)
- Excellent communication skills and sense of integrity: Model the highest standards of integrity and communication both internally with IC teams and externally with local and regional stakeholders and partners.
- Program management skills: Experience in implementing social cohesion, conflict resolution, peacebuilding, and/or community stabilization programs
- Bachelor’s degree and/or Master’s degree in social studies, management, development, or related field
- Sub-award Management: Experience in managing and supporting local and regional sub-award partners to secure their engagement, commitment, and participation
- Experience working in Sudan, particularly in Darfur, and in challenging environments
- Experience in partner capacity-building, staff development, training, and mentoring, as well as in team building
- Good organizational, writing, and synthesizing skills.
- Experience working with monitoring frameworks and reporting
- Experience in managing budgets, logistics, supply chain, and Human resources, and collaborating with relative departments to do so
- Competency in Microsoft applications including Word and Excel
SOUGHT AFTER COMPETENCIES:
French (spoken and written)
Experience/background in managing/carrying out locally-owned Income Generating Activities (IGA) and/or high-level advocacy efforts
Knowledge of French and/or other local languages
Ability to work with a team and under pressure
Knowledge of the context of the region in terms of type of conflict
Experience working with small local organizations
Experience in Monitoring and Evaluation and reporting
High sense of responsibility and compliance; respect for standards and procedures
