Program Manager, Supply Chain and Logistics at Chemonics

Chemonics seeks a Program Manager, Supply Chain and Logistics for the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Bangkok, Thailand. This activity is supported by the U.S. President’s Malaria Initiative (PMI) primarily through the management and distribution of malaria vital commodities to vulnerable populations. The Program Manager will be responsible for working with GHSC-PSM to assist the Division of Vector Borne Diseases (DVBD), USAID RDMA, PMI’s implementing partners and other malaria stakeholders to support eLMIS initiatives, malaria commodities gaps analysis, logistics, and implementation of the Malaria Stock Reporting Application.

This is a full-time role and will be based in Bangkok, Thailand for up to 12 months with the possibility of extension contingent upon USAID funding position. Applicants must be permanently based in Bangkok and be fluent in Thai and English. Local travel up to 30% to provinces for trainings and activities will be expected.

Responsibilities include:

· Commodity security: Lead coordination of supply chain management activities related to the procurement, logistics and distribution of malaria commodities in Thailand and providing support as needed to Laos to- ensure compliance with order tracking, customs clearance/freight forwarding, and storage and distribution; liaise and advocate with government entities and USAID RDMA to ensure documentation and waivers;

· LMIS: Lead coordination of LMIS and eLMIS activities by working closely with HQ MIS team and DVBD staff to improve commodity data visibility at the central level, including within the existing Malaria Information System (MIS);

· Reporting, knowledge management and communications: write, support the development of quarterly, annual and technical reports, as well as ad-hoc reports in close collaboration with the technical team and ensure the timely submission of quality deliverables;

· Support the develop and implementation of annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other stakeholders;

· Write success stories on a regular basis in coordination with home office Knowledge Management department and to provide to USAID RDMA to highlight program work and highlights, for the entire project in Thailand and Laos;

· Based on the assigned duties, develop PowerPoints and other presentations and provide presentations, trainings and refreshers to stakeholders at different levels of the health sector from health posts to central level actors such as MOH, donors and partners in Thailand;

· Coordinate with DVBD and other stakeholders to monitor distribution of LLINs, pharmaceutical products and COVID-19 products, as needed, to subnational levels;

· Under the Project Lead leadership, coordinate trainings and field activities, in a technical, financial management and operational capacity;

· Support the national quantification of malaria commodities activities as needed;

· Support data collection and reporting on commodity forecasting, and supply planning;

· Provide technical assistance to DVBD in conducting and measuring relevant performance monitoring and supervision activities at the health facility level;

· Maintain strong and positive working relationships with clients and partners including USAID and local government counterparts, and malaria supply chain stakeholders;

· Support the preparation of annual work plans, quarterly and annual reports, technical reports and other related communications.

· Liaise with USAID RDMA and Washington based Project Management Unit, on a regular basis.

· Perform other duties as required and assigned.

Qualifications:

· Advanced degree in international development, pharmacy, public health, supply chain logistics, or a related discipline (pharmaceutical degree highly preferred), and a minimum of 5 years of professional experience in pharmaceutical procurement, health logistics, supply chain management systems is essential;

· Experience working on USAID or other donor health programs, desired;

· Experience working at the intersection of health/pharmaceuticals and international development;

· Experience working in databases, procurement and DHIS-type software, LMIS, eLMIS or digital or electronic systems for supply chainor health a plus;

· Experience working on malaria program is an advantage;

· Excellent Microsoft Suite skills, including Excel, Outlook, PowerPoint and Word;

· Ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines with attention to detail and quality;

· Ability to work with government, donors and cooperating partners.

· Excellent interpersonal, written, and oral communications skills with a demonstrate ability to communicate and present clearly.

· Fluency in English and Thai required;

· Demonstrated teamwork and versatility, to contribute effectively to a small high- performing team;

· Demonstrated resourcefulness in problem-solving and initiative to learn new skills;
