Program Officer At Central Asia Institute

Through its programs, Central Asia Institute (CAI) advances education and livelihood skills, especially

for girls and women, in remote regions of Afghanistan, Pakistan, and Tajikistan. CAI is seeking a

Program Officer to support CAI’s programs in Afghanistan, Pakistan, and Tajikistan. The person who

fills this role should be committed to applying their skills to promote access to education, especially

for girls, in the regions we serve and further the goals of a purpose-driven organization. Occasional

travel to the region may be required.

The position is based in Bozeman, Montana, but remote locations will be considered.

Major Responsibilities:

A. Program Support

• Collect data and analyze information to support the CAI program portfolio.

• Coordinate and follow up with grantees on program implementation including review of monthly/

quarterly/final reports and comparing achievements against objectives and outcome indicators.

• Help to distill lessons learned and best practices to improve program impact and quality and

enhance transparency and accountability.

• Keep abreast of, and report on, social, political, economic, and humanitarian trends in program

countries as well as the overall security environment.

• Create and update program implementation schedules and work plans and assist in planning and

managing program events.

• Monitor program implementation; identify issues that are hindering the achievement of progress

and work together with grantees to resolve them.

• Identify partners and create synergies to maximize program impact.

B. Operational Support

• Support grantees to comply with CAI’s policies, procedures, and grant agreement terms.

• Maintain program files, documents, and electronic records.

• Draft program reports and letters as requested. This includes preparing case studies and success

stories.

• Carry out administrative tasks as required by the Director of International Programs.

Attend meetings with grantees and other parties as requested and prepare brief reports and meeting

notes.

C. Development and Communications Support

• Help to identify critical program gaps and needs by conducting assessments and

contributing to well-grounded project design and proposal development.

• Support and coordinate with CAI’s Development and Communication team to collect data

and human-interest stories from program countries and contribute to proposals, donor

reports, and fundraising campaigns.

Qualifications and Experience:

  1. Bachelor’s degree (or equivalent level education) required; Master’s degree in

international development, education, gender studies, Central/South Asian studies, or

relevant field preferred.

  1. At least 3 years of progressively professional experience in international development,

girls’ education, gender, livelihoods, community development, and/or humanitarian

assistance programming.

  1. Demonstrated ability/experience of working with local NGOs, communities, and

local authorities to design, plan, implement, and the monitoring and evaluation of

international development programs.

  1. The candidate should have deep knowledge and understanding of Afghanistan, Pakistan,

and Tajikistan and the education system in these countries.

  1. Deep commitment to CAI core values and ability to model those values while working

with colleagues and partners.

  1. Competency in Dari and Urdu languages is essential to be successful in this role.
  2. Ability to work independently and meet deadlines under pressure.
  3. Excellent writing, verbal communication, time management, and interpersonal skills.
