Program Officer (Reporting and Liaison) At Terre des hommes

Purpose of the position:

Reporting to the Senior Grants Management Officer in Jordan, the Program Officer (Reporting and Liaison) will be responsible for coordinating inputs for donor and government reporting, including through close follow-up with CBO partners. S/he is also responsible for liaison with the relevant government departments (MOPIC, MOSD, MOL etc.) to ensure Tdh’s compliance with regulations, procedures, laws and systems, and reporting requirements.

Context:

Terre des hommes Foundation (www.tdh.ch/en) is among the world’s leading child protection NGOs, with a proven track of creating child protection systems, advancing policy change, and providing both humanitarian aid and direct services to children and youth in need. While Tdh’s primary programming pillars are migration, juvenile justice, and health under the umbrella of child protection, transversal themes such as child labour, child marriage, SGBV, and violence against children are at the heart of all Tdh programming. Tdh Jordan has identified ‘partnerships’ as a strategic priority for the 2022-2024 period, and this position has been newly created to strengthen and systematize our approach, in line with localization and the nexus approach.

Currently Tdh Jordan works with four local NGOs, and has MOUs with the Ministry of Social Development and a draft MoU with Ministry of Justice, Ministry of Youth, and the Family Protection and Juveniles Department.

Main responsibilities:

Reporting

  • Works closely with Program Coordinator, Senior Grants Officer, Project Managers/Officers and MEAL colleagues to maintain an overview of program reporting.
  • Coordinate with all departments – Program/MEAL Finance, Logistics, to complete the reporting on JORISS and with other line ministries as required by these institutions and ensure these are responded on a timely and accurate manner.
  • Ensures coordination with relevant departments to submit governmental reports, in a timely manner.
  • Maintain up to date reporting calendar for Tdh, communicating with all persons when input is required.
  • Maintain reporting calendar, ensuring it is up to date, and that all necessary focal persons are aware of deadlines.

Government liaison

  • Act as the focal point for non-technical government liaising for the programmatic aspects of the Tdh – Jordan delegation.
  • Lead the approval process with MOPIC and liaising with relevant line ministries for approvals of all new projects.
  • Provide government coordination support to Tdh Advisors / Specialists, as needed, in relation to drafting and signing MOUS and other organizational purposes as required by management.
  • Attend government coordination meetings as requested by his/her Line Manager or the Country Representative.
  • Liaises with local authorities for training events and provision of participant lists to obtain necessary approval

General program support

  • Provides support to partners on reporting requirements, templates, standards, and best practices
  • Provides capacity building for partners to ensure improved reporting, in line with donor standards and regulations
  • Coordinates with program department to collect relevant information for donor reporting, ensuring timely inputs from all persons concerned
  • Maintain up to date knowledge of donor requirements for reporting
  • Provide back-up and additional support to general program tasks, as-needed.

Profile:

Professional competencies:

  • Experience of working in an NGO and humanitarian sector is mandatory.
  • Previous experience working with CBO partners
  • Excellent understanding on how government departments function (procedures, policies, requirements).
  • Analytical and problem-solving skills
  • Previous relevant experience acting as a liaison officer for another NGO is a very strong asset
  • Excellent relationship building skills, networking, and communication.
  • Good writing and reporting skills

Working Hours: Sunday to Thursday, 40 hours per week

Starting date: 01 September 2022

Duration of the contract: 12 months, renewable and subject to funding
