PROGRAM SUMMARY:

The Program Officer – Training will be responsible for developing and managing activities under the Attaining Lasting Change for Better Enforcement of Labor and Criminal Law to Address Child Labor/Forced Labor/Human Trafficking (ATLAS) Project in Liberia. ATLAS is a global program funded by the US Department of Labor (USDOL) to strengthen the capacity of governments to address child labor (CL), forced labor (FL) and human trafficking (HT) through the following three outcomes:

1. Strengthened labor and/or criminal legal framework concerning CL, FL, and/or HT;
2. Improved enforcement of the labor and/or criminal legal framework, specifically related to CL, FL, and/or HT;
3. Increased coordination among law enforcement and social protection entities to address CL, FL, and/or HT.

The Program Officer – Training will support efforts under Outcome 2 of the project in Liberia, more specifically activities to improve enforcement of Liberia’s labor and criminal legal framework against CL, FL, and HT. These activities include providing technical expertise to develop Standardized Operating Procedures (SOPs) for a child labor monitoring system (CLMS) as well as other training programs. This role will include, but is not limited to, planning, implementing, and managing of project activities, drafting of training curricula, overseeing and directing consultants, planning and participating in trainings to various government stakeholders and community actors, and maintaining a positive working relationship with relevant government agencies.

ESSENTIAL RESPONSIBILITIES:

The Program Officer – Training will primarily support two ATLAS interventions: strengthening child labor monitoring in Liberia through the development of standard operating procedures (SOPs) for a pilot child labor monitoring system (CLMS) at the district/county level and development and implementation a community-level training of trainers (TOT) program on CL, FL, and HT. Along with the ATLAS teams in Liberia and Washington DC and in close collaboration with the government of Liberia and relevant consultants, the Program Officer will be responsible for the overall development, implementation, and refinement of these activities to empower law enforcement, community members, and governmental actors in Liberia to better combat labor and trafficking crimes. Specific responsibilities include but are not limited to:

· Oversee the planning, implementation, and management of project activities.

· Ensure project activities are successfully implemented within the budget and time allotted.

· Ensure high quality of technical deliverables, including SOPs and training curricula and materials.

· Provide expert input into the development of training programs, activities, and materials.

· Plan and lead training sessions and workshops, on CL, FL, and HT, including trainings of trainers.

· Travel to areas of Liberia outside of Monrovia as necessary to plan and implement activities.

· Contribute to the monitoring and evaluation of project activities.

· Manage and oversee expert consultants.

· Collaborate and coordinate with ATLAS Liberia and home office staff, as well as staff of subaward organizations.

· Identify and maintain positive, collaborative relationships with local stakeholders, including Liberian government officials.

· Other duties as assigned.

QUALIFICATIONS: Successful candidates will have experience and expertise in both project management and the development and implementation of training programs, preferably at the community level. Specific experience on child labor, forced labor, and/or human trafficking in Liberia is preferred, as is experience on U.S. government and/or other international donor-funded projects.

EDUCATION:** Degree in education, law, human rights, public policy, or related field required. Advanced degree preferred.

Technical: Minimum of three years’ professional experience in project management. Significant academic and/or professional experience in adult education, training of trainers, curricula development, grassroots training, or a similar field is required. Technical knowledge of child labor, forced labor, and/or human trafficking is also preferred.

Work Experience:

· Minimum of three years’ professional experience in project management, preferably on U.S. government and/or other international donor-funded projects.

· Significant academic and/or professional experience in adult education, training of trainers, curricula development, grassroots training, or a similar field.

· Experience working on child labor, forced labor, and/or human trafficking in Liberia is preferred.

· Experience developing training curricula and lesson plans.

· Experience developing and/or adapting training materials.

· Experience organizing and/or leading training sessions is essential.

Skills/Knowledge:

· Knowledge of project management tools, processes, and best practices, such as work planning, budgeting, etc.

· Knowledge of training methodologies and best practices in adult education, training of trainers, or grassroots development.

· Knowledge of child labor, forced labor, and/or human trafficking in Liberia.

· Fluency in oral and written English language is required.

· Excellent written and oral communication skills.

· Computer proficiency in word processing, spreadsheet, and presentation software (Microsoft).

Candidates must be based in Liberia and have current legal authorization to work in Liberia. Salary commensurate with experience.
