ORGANIZATIONAL CONTEXT

At this level, incumbents are responsible for technical work, including planning, implementing and coordinating activities that require a thorough understanding of the context of the program / project, problems and the ability to apply a set of guidelines / practices. They independently manage a wide range of specialized program or policy support activities and may be involved in analytical work. The work performed generally has a significant impact on the other parts of the program. Job holders demonstrate their initiative in identifying and resolving a wide range of issues / problems and deal effectively with unforeseen situations.They can act as technical focal points in the area of vulnerability assessment and analysis. Job holders set goals, solve large-scale issues and unforeseen problems, supervise and supervise a team of support staff in an area of responsibility.

DESCRIPTION OF THE POST

Provide effective coordination and specialized support to a range of program activities that effectively meet food assistance needs.

UNEMPLOYED KEY RESPONSIBILITIES ( not exhaustive )

Under the direct supervision of the Program Manager, the incumbent will perform the following tasks :

Management and monitoring of operational partnerships

  • Support the management and overall monitoring of operational partnerships for the office;
  • Analyze before signing the terms, conditions and budget of the agreements ( compliance check of the agreements ), and report any discrepancies observed between the proposed final document and the required documentation ;
  • Follow the start and closing dates of the FLA / MOU/LOU and liaise with activity managers and heads of sub-offices to support the amendment or any necessary steps before the closing date of the agreements ;
  • Ensure that the “FLA monitoring sheet” is updated regularly and shared with management, field offices ( BT ) and stakeholders from the country office ( CO ) on a regular basis ;
  • Coordinate with payment focal points for the timely creation of financial commitments ( PODA ) in the system and monitor any required changes ;
  • Facilitate the mapping of partner activities in order to inform operational and strategic partnership commitments and act as a focal point for the daily management and maintenance of the management information system ( database ) partnerships.
  • Coordinate with field offices and program activities to ensure that the files and profile of implementing partners are updated and maintained ;
  • Provide the effective secretariat for the Cooperating Partners Committee ( CPC ).

Identification and contractualization of cooperating partners

  • Organize each year the expression of interest for the following year and ensure that potential partners are put in correspondence with activities and areas, and that they be included in the due diligence plan ;
  • Follow standard emergency preparedness procedures to ensure that WFP is able to respond quickly and deploy the necessary CPs in affected areas as soon as a crisis ;
  • Provide guidance to program activities on the preparation of expressions of interest and calls for proposals and participate in all related activities on behalf of the unit ;
  • Support the launch, act as a contact person for the UN partner portal at BFCO and develop training materials for its use, in coordination with headquarters ;
  • Ensure close liaison with the focal points of the field office agreements ( BT ) and their delegates, in order to guarantee close monitoring and adequate management of partnership agreements ;
  • Provide guidance and technical support to program staff in the central office, field offices and partners on the life cycle of partnerships, management of partnership agreements and other relevant issues ;

SPECIFIC ADDITIONAL FUNCTIONS

  • Support the coordination of CP meetings at central level. In addition, follow up to ensure that the CP coordination meetings of the sub-offices are respected and that the reports of these meetings are disseminated ;
  • Carry out field visits to the Field Office to provide guidance and support the management of partnerships, if necessary ;
  • Perform any other task, if necessary.

STANDARD MINIMUM QUALIFICATIONS:

Education: Higher university degree in public administration, Finance, Accounting, economics, management or first university degree with additional years of related professional experience and / or training / courses.

Experience: At least five ( 05 ) years of professional experience

Language: Good knowledge of English ( B level ) and mastery of French ( C level )

QUALIFICATIONS REQUIRED FOR ENTRY IN THIS ROLE

  • Experience required ( at least 2 years ) in terms of general contracts ( purchases, HR contracts, tax law, project management … )
  • Practical knowledge of standard operational processes, practical methods of operational support, procedures and systems used in the field of work, acquired through technical training and professional experience.
  • Practical knowledge on budgeting and budget monitoring;
  • Work experience in NGOs or at the UN is an asset;
  • Ability to analyze and interpret financial data and to monitor budgets in detail;
  • Ability to proactively identify and recommend areas for improvement in the design and delivery of specialized services;
  • Ability to establish relationships with a variety of people in all functions;
  • Experience in coordinating the work of others and of oneself and in training and supporting others;
  • Ability to maintain confidentiality.
