Pact seeks a Program Specialist for the USAID/RDMA-funded “Empowering the Truth Tellers: Asia Investigative Reporting Network Activity” (AIR Network) project, an Associate Award under the Civil Society and Media-Strengthened Together and Advancing in New Directions (CSM-STAND) leader with associates award. AIR Network aims to strengthen capacity, networking and collaboration among Asian investigative journalists and newsrooms that produce cross-border investigative reports of regional and global importance on transborder crime and corruption. The geographic scope of this program includes the countries of Southeast Asia (including Thailand, Indonesia, and the Philippines) and will take place over a five-year period.

The Program Specialist will work closely with the program’s Chief of Party to support the overall management of AIR Network, including but not limited to the following duties: monitoring and implementation of program activities, liaising and coordination with program stakeholders, preparing regular reports for donors, partners, and the project’s management, provision of administrative and operational support, administration of grants, provision of technical assistance to local partners management, and monitoring of program budgets, as needed. The Program Specialist will ensure monitoring of project progress and work with the Chief of Party to take corrective action as necessary. This position will be based in either Bangkok, Thailand, Jakarta or Indonesia and will report to the AIR Network Chief of Party.

Key Responsibilities

  • Support the Chief of Party in daily tasks related to project management , including the implementation and monitoring of program activities
  • Liaise and coordinate with program stakeholders
  • Draft or contribute to activity concept notes
  • Maintain accurate records of program activities, prepare reports for management or funders, and communicate program outcomes to relevant stakeholders
  • Provide administrative, operational, and logistical support, including event coordination, as needed
  • Assist with administration and management of grants, as needed
  • Assist with management and monitoring of program budgets, as needed
  • Comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

Basic Requirements

  • Master’s degree with three (3) years work experience or bachelor’s degree with at least five (5+) years work experience
  • Knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning, including impact evaluation.
  • Must have professional fluency in written and spoken English. Any regional language skills are preferred, but not required. Knowledge of the political, social, and economic context of Southeast Asia.
  • Knowledge of and experience with USAID-funded democracy, human rights, or governance programming preferred.
  • Experience with monitoring, evaluation, and learning for international development programs preferred.
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc.
  • Experience in the layout and design of digital media
  • Strong organizational skills, preferably in the context of network/stakeholder management
  • Ability to perform and prioritize multiple tasks
  • High degree of professionalism and ability to deal sensitively with confidential material
  • Strong interpersonal communication skills.
  • Understanding of and respect for Diversity, Equity, and Inclusion

Preferred Qualifications

  • Experience supporting USAID-funded programming
  • Education and/or training in media, journalism, and communications
  • Experience in (social) media analytics
  • Preference for Thai nationals

Salary for this position is commensurate with local office salary scales and will be determined based on the candidate’s experience and qualifications.
